Introduction


This standard is designed to determine the possibility of using pipes for re-use in accordance with the security requirements of Federal laws and regulations, as well as under the provisions of Federal laws defining the conditions of environmental protection in the operation of steel pipe [1]-[4].

1 Scope


This standard establishes the rules of acceptance and marking of steel welded and seamless pipes for reuse (CCI), used for the construction, repair and reconstruction of objects of low level of responsibility in [4], which include buildings and structures temporary (seasonal) use, buildings and structures accessory use associated with the construction or reconstruction of buildings or structures, or located on the land plots allocated for individual housing construction.

3 Terms and definitions


In this standard following terms are used: GOST 28548, GOST 27.002 and GOST ISO 9001, as well as the following terms with respective definitions:

3.1 processor: the Company that performed the preparation and acceptance of the pipes.

3.2 routing repair: Documented procedure governing the technology of pipe repair.

3.3 pipe dismantled Pipe, derived from the primary (previous) operation.

3.4 pipe for re-use: Pipe, derived from the primary (previous) operation, training to acceptance and acceptance.

3.5 unacceptable defects: surface Defects and shapes that exceed the requirements of standards GOST R 53383, GOST R 54159 or GOST R 54929.

4 General provisions

4.1 the Possibility of reuse of the pipes is determined by the compliance of the specifications based on the type of pipes, the requirements of standards GOST R 53383, GOST R 54159 or GOST R 54929.

4.2 Processor TPP must have:

— equipment for processing and repair;

— equipment and measuring instruments for testing and control;

— documented procedures for all processes, including the routing repair and quality control plan.

The handler may involve testing third-party laboratory, accredited in the prescribed manner.

4.3 Used to control the measuring instrument should have sufficient measurement accuracy. Testing equipment and control and measuring instruments must be calibrated or verified in the prescribed manner.

5 Preparing for acceptance

5.1 Pipes shall be inspected for compliance with the requirements and norms of radiation safety [5].

5.2 Pipe that does not meet the requirements [5] must be disposed of in the prescribed manner.

5.3 Dismantled pipes must be cleaned of dirt, external and/or internal coating.

5.4 the Cleaned pipe shall be subjected to primary inspection and monitoring to determine:

— the presence of unacceptable surface defects and shape;

— availability of the original markings.

If the pipes are of unacceptable surface defects and shape, the presence of which carrying out repair of pipes is impossible or impractical, they should be considered non-repairable.

The original marking on the pipe (if any) should be removed.

Each tube recognized maintainable, should be assigned a number, ensuring traceability and identification of the pipe.

For each pipe should be carried out:

— determining the type of pipe (seamless, longitudinally welded double seam or one-piece, spirally);

— inspection of external and internal surfaces of pipes (including the weld) to determine the type and location of surface defects;

— definition of geometrical parameters — minimum and maximum values of outer diameter and wall thickness, length, straightness, ovality.

According to the results of inspection and measurements should be formalized maintainability, in accordance with Annex A.

5.5 Pipe deemed not repairable, must be repaired in accordance with the developed process maps repair. In the routing repair should be specified in applicable repair technology, equipment, materials and tools.

5.6 repair of pipes can be used:

— local shallow grinding or continuous grinding;

— repair welding defects of the weld;

— cutting the defective areas;

— correction of the shape;

— end treatment.

6 Acceptance

6.1 Pipes are accepted by the piece.

6.2 Acceptance of TPP carried out in accordance with the rules of acceptance established in the GOST R 53383, GOST R 54159 or GOST R 54929.

6.3 inspection and testing of TPP used methods and means of measurement established in GOST R 53383, GOST R 54159 or GOST R 54929.

6.4 For each pipe shall be furnished the document about quality (certificate), in accordance with Annex B.

6.5 Conditional designation of the CCI given in the document about quality (certificate) must include the following information:

— the abbreviated name of the pipe (CCI);

— type of pipe (seamless, longitudinally welded, spirally);

— nominal outside diameter;

— nominal wall thickness;

— the actual length;

— steel grade or group (class) strength;

— the delivery group;

— the designation of the standard, requirements and control methods used for acceptance of the pipe;

— the designation of this standard.

7 Marking

7.1 Marking of pipes shall be made in accordance with the regulatory document requirements and control methods has been carried out acceptance of the pipes.

— nominal outside diameter;

— nominal wall thickness;
