These technical conditions apply to a forged flat billet (slab) made of alloyed and high-alloyed steel, as well as steel and alloys with special properties, intended for further hot processing.
The technical conditions also apply to the supply of a slab made of metal smelted by electroslag, vacuum arc remelting, vacuum induction and other new remelting methods, as well as treated with synthetic slags.
1. Range
1.1. In terms of size and permissible deviations, the slab must meet the requirements specified in table. 1.

Notes:
- By agreement of the parties, delivery of a stool of other sizes is allowed.
- The ratio of the width of the stopper to its thickness should be no more than 6.
1.2. The ends of the stopper should be cut or chopped off at an angle close to right. The slant of the cut is allowed by more than 10 mm.
1.3. The longitudinal ribs of the stopper must be rounded or knocked down.
1.4. The sides of the stoop should be flat. The flatness (curvature) of the stopper should not exceed 6 mm.

2. Technical requirements
2.1. The chemical composition of steel and alloys must comply with GOST standards or specifications specified in the order.
In steel Mari 08Kh18N10-Sh, intended for the production of polished products, the content of residual titanium is allowed no more than 0.07%.
2.2. The macrostructure of the etched transverse template should not have traces of a shrinkage cavity, bubbles, cracks, slag inclusions and flocs.
2.3. Sutunka is delivered, depending on the orders, in a heat-treated state or without heat treatment.
2.4. According to the surface condition, the stoop is divided into 4 groups (table 2). The surface group is specified in the order.

Note: In the case of a complete cleaning of the stoop (for group IV) on mechanized machines, it is allowed not to etch the stopper before the final cleaning of defects.
A recommendation for the selection of surface groups of workpieces in relation to the requirements of standards and specifications for finished products is given in the appendix.

2.5. On the surface of the stoop, the following are not allowed: longitudinal and transverse cracks, captivity, flaws, sunsets, slag inclusions. Local defects must be removed by longitudinal cutting or stripping, the width of which must be at least five times the depth and the length at least two times the width.
2.6. The depth of cutting or cleaning of defects for grades stipulated by GOST 1475−54, GOST 4543−71, GOST 5950−73, GOST 19265−73 should not exceed 8% of the nominal thickness, for steel of other grades — 12%
2.7. On the surface of the stoop, it is allowed without stripping for the I and III groups of the surface condition — dents, ripples, shells with a depth of no more than the sum of permissible deviations and hairs with a depth of no more than 1 mm; for the II and IV groups — dents, scratches, hairs with a depth of no more than 0.5% of the thickness.
2.8. The content of the alpha phase in the stove made of steel grades: 12Х18Н9Т, 15Х18Н12С4ТЮ (ЭИ654), 12Х18Н10Т, 12Х18Н12Т, 10Х17Н13М2Т, 10Х17Н13М3Т should not exceed 3. The content of the alpha phase in steel grade 15Х18Н12С4ТЮ (optional. EI654)
2.9. The mechanical properties of the shim on thermally treated longitudinal specimens must comply with the standards specified in Table 3.
2.10. Steel grades 09Х15Н8Ю (ЭИ904) and 08Х17Н5М3 (ЭИ925)) is determined for the degree of magnetization with a sample at 20 ° C. The test results are indicated in the certificate.
2.11. The contamination of the slab made of steel grade 08X18H10-Sh with non-metallic inclusions should not exceed the standards specified in table. 4.

3. Test methods, rules of acceptance and documentation
3.1. The stopper is delivered in batches of one heat and one size.
The electroslag and vacuum-arc melting include ingots smelted from the same initial melting according to the technology established at the supplier plant.
With the consent of the customer, delivery of metal in prefabricated lots is allowed.
3.2. Samples for chemical analysis, mechanical and technological tests are taken in accordance with GOST 7564−73 and GOST 7565−73.
3.3. The control of the macrostructure is carried out on one template from the melt in the supplied profile or in the melting control according to GOST 10243−62.
3.4. Control for the content of the alpha phase is carried out on 2 samples according to the method of GOST 11878−66.
3.5. The mechanical properties are determined on 2 longitudinal specimens in fusion control or a maximum-sized punch.
The results obtained apply to all sizes of a stopper made from a single plank.
3.6. The control for non-metallic inclusions of steel grades specified in paragraph 2.11. Is carried out on 6 samples from melting according to the method of GOST 1778−70, by the method Ш-4.

3.7. Control for the macrostructure and for the content of the alpha base cannot be carried out, while the quality of the metal must be guaranteed by the supplier within the requirements of these specifications.
3.8. The magnetization of a cast sample is determined by the method of the shim supplier.
3.9. The weight of the batches of the slab of structural steel must be less than 3.0 tons, and for other grades of steel — at least 1.5 tons, unless a lower weight is specifically specified in the order.
The weight of batches of metal electroslag, vacuum-arc remelting must be at least 0.3 tons.
The weight of the batches of induction and vacuum-induction smelting must be at least 0.14 tons.
The weight of batches of metal of electron-beam, plasma-arc and duplex processes must be at least 0.05 tons.
3.10. Marking, packaging and documentation must comply with the requirements of GOST 7566−69.
3.11. At the end of each stoop should be clearly embossed:
- a) steel grade;
- b) heat number (or conventional heat number deciphered in the certificate).

- vacuum arc remelting — letters «VD»;
- vacuum induction smelting — the letters «VI», or

Notes:
- At the request of the consumer, specified in the order, steel is supplied with a chemical composition for nickel «select» 8.3−8.6 with a tolerance of + 0.3%.
- In finished products, the following deviations from the content of elements in% are allowed: for carbon — plus 0.005, for chromium — 0.5 minutes, for sulfur and phosphorus, provided their total content is not more than 0.025, for nickel — 0.2 minutes.
- The content of residual elements in steel should not exceed the standards of GOST 5632−72.
- For limited use, the silicon content should not exceed 0.15%, phosphorus — 0.010%. The total content of sulfur and phosphorus should not exceed 0.020%. The content of residual elements should not exceed: copper, tungsten 0.2% each; niobium, titanium — 0.15% each. It is allowed not to determine the content of residual elements. Steel is marked 03H11N8M2FU-VD (DI52U-VD).
2. For limited use, table 1a shall be supplemented with steel grade 03X12H10MTRU-VD (EP810U-VD) with the following chemical composition:

Notes:
1. Boron, zirconium and calcium are introduced into the metal by calculation and are not determined by chemical analysis.

For limited use, the content of residual elements should not exceed: copper — 0.2%, titanium — 0.05%. Steel is marked with 06X15N6MFBU-Sh (VNS16U-Sh).
4. For limited use in steel grade 07Х16Н6 (ЭП288) and 07Х16Н6-Ш (ЭП288-Ш), the content of residual elements should not exceed: copper, vanadium, tungsten — 0.2% each, molybdenum — 0.3%, niobium — 0, 15%, titanium — 0.05%. It is allowed not to determine the content of residual elements. Steel is marked as 07X16N6U (EP288U) and 07X16N6U-Sh (EP288U-Sh).
5. Wholesale prices for steel grades 03x11N8M2FU-VD (DI52U-VD), 03H12N10MTRU-VD (EP810U-VD), 06H15N6MVFBU-Sh (VNS16U-Sh), 07H16N6U (EP288U), 07H16N6U-Sh (EP288U), 07H16N6U-Sh (EP282U), 07H16N6U-Sh (EP282U) VD (DI52-VD) are placed in the appendix.
