1 Scope
1.1 this standard establishes the rules and requirements:
— operation, maintenance and repair of facilities and equipment of oil trunk pipelines (pipelines);
technological regulations of operation of oil trunk pipelines (pipelines);
order of organization and performance of works on diagnostics, repair and liquidation of accidents and incidents at facilities of trunk oil pipelines (pipelines);
— protection against corrosion of linear part of trunk pipelines (pipelines);
— metrological support of measurement instrumentation in oil pipelines (pipelines);
technical means and devices for determining the quantity and quality of oil (oil products);
— to ensure industrial, fire, environmental safety and labor protection in the process of operation and maintenance of trunk pipelines (pipelines);
— organization of work on exploitation and technical maintenance of main pipelines (oil pipelines);
— organization of works on scheduling of oil transportation (oil products);
— staff development.
1.2 When performing work, is not regulated in this standard, the operator of trunk oil pipelines and oil products pipelines, should be guided by the current legislation of the Russian Federation in the field of technical regulation and internal normative documents of the operating organization.
1.3 this standard applies to acting and in conservation of oil trunk pipelines (pipelines) and their objects.
1.4 the Requirements of this standard do not apply to pipelines for the transportation of liquefied hydrocarbon gases and their mixtures, oil gas condensate and other liquefied hydrocarbons with a vapor pressure at 20 °C of more than 0.2 MPa, the oil pipelines (pipelines) with a multiphase product pump (liquid with gas).

3 Terms and definitions
This standard applies the terminology in accordance with current legislation of the Russian Federation, as well as the following terms with respective definitions:
3.1 emergency supply: the Necessary supply of technological equipment and materials, determined in accordance with established standards, by item and amount sufficient to restore the health of the equipment and facilities after accidents and incidents at facilities of trunk oil pipelines (pipelines) and perform unscheduled repairs not covered by the schedules of maintenance and repair.
3.2 an accident on the main pipeline (oil pipeline): Dangerous man-made incident that caused the sudden pouring or draining the oil (oil product), followed by one or more events, such as:
— ignition of oil (oil) or explosion of their vapors;
— the pollution of any stream, river, lake, reservoir or any body of water in excess of the limits established by the standards for water quality of the Russian Federation, caused a discoloration of the surface of the water or the banks or leading to the formation of emulsions that are below the water level, or loss of deposits on the bottom or the shore;
— the formation of an oil leak (oil) in the amount of 10 mor more.
3.3 commissioning: Event fixing readiness of the facility for intended use, documented in the prescribed manner.
Note — the commissioning additionally include preparatory work, control, acceptance and consolidation of the facility for the operator unit.
3.4 pipeline diagnostics: The complex of works, provide information about the defects, welds, characteristics of the pipelines and their location with the use of inline inspection tools that implement various types of nondestructive testing, for identifying on the basis of this information, the presence and nature of defects.
3.5 pig inspection device: a Device that is moved inside the pipeline flow of the pumped product, is equipped with a means of monitoring and recording data on the defects and characteristics of pipe wall, welds, and their location.
3.6 defective pipeline: the pipeline Section containing one or more defects.
3.7 defect of the pipeline (pipeline): the deviation of the parameters (characteristics) of pipelines (oil pipelines) or elements thereof from the requirements established in the regulations.
3.8 Manager: Operational personnel involved in the operational management of commodity and Commerce activity for the organization of transportation of oil (oil products) via trunk pipelines (oil pipelines).
3.9 dispatch communication (channel): a Complex of technical means of communication of various kinds, provide operational and technical staff, organizing and accompanying the transportation of oil (oil products).
3.10 manual: a Document containing instructions about the order of execution of works, operation of equipment and tools, use protection, etc.
3.11 incident on the main pipeline (oil pipeline): the Failure or damage of pipeline, equipment or technical devices in the operating organization, deviations from the regime of the technological process, accompanied by leakage of pipeline leakage of oil (oil products) with capacity less than 10 mwithout the combustion of oil (oil) or explosion of their vapors and no pollution of watercourses.
3.12 as-built documentation: the Set of text and graphic materials furnished in the prescribed manner, reflecting the actual execution of design solutions, the actual position of the building objects and their elements in the process of construction, reconstruction, capital repair as defined in the project documentation works.
3.13 camera start-up: a Special device, ensuring the start of the inline treatment, diagnostic and separation device in the flow of product being pumped into the main pipeline (oil pipeline).
3.14 camera receive: a Special device capable of receiving the inline treatment, diagnostic, dividing and sealing devices in the flow of the pumped product from the main pipeline (oil pipeline).
3.15 overhaul of the facility, construction of the main pipeline (oil pipeline): the Complex of technical measures aimed at full or partial recovery of the operated object, structures of trunk pipeline (pipeline) to the project characteristics with requirements of normative documents.
3.16 comprehensive testing: testing, adjustment and ensuring the interconnected operation of the equipment as specified by the design documentation process to idle with a subsequent transfer of equipment to work under the load and design sustainable technological regime.
3.17 linear production and dispatching station; lods: Production unit operating organization to ensure smooth functioning and operation of equipment, as well as the economic activities of two or more pumping stations and sections of pipeline assigned to them.
3.18 linear part of main oil pipeline (oil pipeline):the component part of the main pipeline (oil pipeline) consisting of pipelines (including valves and other armature, transitions through natural and artificial obstacles), installations of electrochemical protection from corrosion, the route of transmission lines, constructions of technological communication and other devices and structures designed for the transportation of oil (oil products).
3.19 the main pipeline (oil pipeline): a Single production-technological complex of pipelines and related pumping stations, process facilities that meet the requirements of the current legislation of the Russian Federation in the field of technical regulation, providing transportation, acceptance, delivery of oil (oil products) that meet the requirements of normative documents, from points of receipt to points of delivery to consumers or transshipment to another mode of transport.
3.20 measure of capacity: a Means of measuring the volume of oil (oil products), with a certificate of calibration and a calibration table (tanks, rail tank cars, tanks of tanker ships).
3.21 a measure of the total capacity: Vehicle volume measurement of oil (petroleum) holding a certificate of calibration and include a pointer to the fill level (tank-vehicles, tank trailers, tank semitrailers).
3.22 minimum distances: the Distance to the pipeline from buildings, structures, constructions and other objects that define the boundaries of territories with special conditions of use, installed along the linear part of main pipelines and around other objects of trunk pipelines to ensure the safety of people, buildings, structures and facilities.
3.23 the norms of process losses of oil during transportation: Consolidated standards, taking into account the total technological losses of oil in the whole tariff area.
3.24 the norms of technological losses of oil during shipment, the Maximum allowable value is inevitable and irreversible losses due to the peculiarities of technological processes of oil transportation and their accompanying physical processes.
3.25 the object pipeline: the Industrial complex (part of the main pipeline), which may include pipelines, buildings, main and auxiliary equipment, installations, and other devices to ensure its safe and reliable operation.
3.26 a branch of the pipeline (pipeline): the station pipeline (the pipeline) does not have pumping stations, connecting the main pipeline (oil pipeline) companies in the production, accumulation, consumption, distribution and refining of oil (oil products).
3.27 disclaimer: the Event consisting in infringement of efficient condition of technical devices used on objects of the oil trunk pipeline (pipeline), due to structural irregularities, non-compliance with the established process of operation (mode) or repair.
3.28 buffer zone of the main pipeline (oil pipeline): the Territory or sea area with special conditions of use, installed along and/or around long-distance pipelines (pipeline), engineering communications to ensure their safety.
3.29 pumping station main oil pipeline (oil pipeline):the Object of the main pipeline (oil pipeline), which includes a complex of buildings, structures, and devices for receiving, storing, metering and pumping of oil (oil products) main pipeline (the pipeline).
3.30 pumping: the Process of displacement of oil (petroleum products) by pipeline.
3.31 crossing of the pipeline (pipeline) underwater: area of the pipeline (pipeline) that goes through a navigable water obstacles or unnavigable water barriers with width a mirror of water at low water 10 m or more and a depth of 1.5 m or more, or a width of a mirror of water at low water of 25 m or more regardless of the depth, which is a kind of crossing of water obstacles.
3.32 the transition of the pipeline (pipeline) through a small watercourse: the section of the pipeline (pipeline) that goes through a non-navigable watercourse or body of water width at surface at low water less than 25 m and a depth of less than 1.5 m or the width of a mirror of water at low water less than 10 m regardless of the depth, which is a kind of crossing of water obstacles.
3.33 the crossing of the pipeline (pipeline) underground: the station pipeline (the pipeline) through a natural or artificial obstacle under the ground, but areas related to the underwater crossing of the pipeline (pipeline).
3.34 damage: Violation of operational condition of the technical devices and/or equipment, while maintaining its health.
3.35 acceptance of object in operation: the Legal effect of official recognition by the competent authority (inspection Committee) of the fact of creation of object, and this object for compliance with the approved project.
3.36 the acceptance point: the points based on the number and quality assessment of oil (oil products) on which the units of the receiving and disposing of oil (oil products) of the parties act of acceptance of oil (oil products).
3.37 the reception (delivery) of crude oil (petroleum): the Process of reception-transmission oil (oil) between organizations in accordance with applicable regulations.
3.38 the point of heated oil pipeline: a Complex of buildings and equipment providing heating oil pumped through the pipeline to reduce viscosity.
3.39 working status of the pipeline: the pipeline Condition, in which the values of all parameters characterizing the ability to perform specified functions correspond to requirements of normative and design documentation.
3.40 reservoir: Structure, capacity, horizontally or vertically, designed for reception, accumulation, volume measurement and delivery of liquid.
3.41 tank farm: A series of interconnected tanks and other process equipment, which is used for the execution of technological operations for receiving, stockpiling, volume measurement and pumping of oil (oil products).
3.42 equipment repair (repair): a Complex of actions for restoration of operability, efficiency, life of equipment and structures of objects of the main pipeline (oil pipeline).
3.43 gravity fed pipeline: Plot of the linear part of main oil pipeline (pipeline) from the saddle point in the direction of flow of oil (petroleum), within which the gravity flow of oil (petroleum) including a part with an incomplete section.
3.44 the system of measurement of quantity and indicators of quality of oil (petroleum):the Totality of functionally combined measuring instruments, systems of information processing, technological and other equipment intended for direct or indirect dynamic measurement of mass and other indicators of oil and products of its processing.
3.45 a system of cathodic protection: the cathodic protection installed throughout the main oil pipelines (pipelines) designed for the protection of trunk pipelines (pipelines) from corrosion damage.
3.46 maintenance of equipment (repairs): Repair is performed to ensure or restore operability of equipment and structures and consisting in the replacement and/or restoration of the individual parts.
3.47 the terminal: a Complex of structures and devices that are part of the main pipeline (pipeline) designed to receive oil (oil products) of oil trunk pipeline (pipeline), accumulation and distribution to other modes of transport and shipment with another mode of transport in the main pipeline (oil pipeline).
3.48 technical corridor main pipeline (oil pipeline):the Territory through which the pipeline (the pipeline) or a system of parallel pipelines (oil pipelines) and communications, bounded on two sides security areas.
3.49 technical diagnosis: determination of the technical state of the object (GOST 20911).

3.53 routing: a Document intended for performing the process and defines the operations and automation, quality requirements, complexity, resources, and security measures.
3.54 technological pipelines (pipelines): Internal piping between the points of tie-in trunk pipeline (the pipeline) at the entrance and exit transfer stations, transit terminals, acceptance points; the drain and leaks from the pumping units, drainage straining filters, pressure regulators, oil metering units (oil); pressure relief from safety valves of the system of smoothing pressure waves, strapping containers reset and dampening shock waves, the discharge capacities of collecting leaks; Slivno-loading racks; emptying loading arms marine terminals, systems of catching of light fractions.
3.55 technological losses of oil (oil products) on the objects of MN (optp):the inevitable irrecoverable loss of oil (oil products) due to technological processes of transportation of MN (optp) and transshipment established in the project design, and physico-chemical properties of transported oil (oil products).
3.56 transportation of oil (oil products): The set of operations includes operations of oil (oil product) at the initial acceptance point, transportation along the system of main pipelines (oil pipelines), the change in final acceptance para, draining, filling and handling.
3.57 the pipeline route: the Position of the axis of the pipeline, defined at the location and its projection on the horizontal and vertical plane.
3.58 node start cleaning and diagnostics (node start ODS):Production site with a complex of interconnected equipment for technological operations and launch the inline treatment, diagnostic and separation device the flow of fluid in the main oil pipeline (the pipeline).

3.62 the operating organization: a Legal entity established in accordance with the civil legislation of the Russian Federation, provided staff and technical means necessary for the management, maintenance, and the maintenance in safe condition of the trunk pipeline (the pipeline).
3.63 the electrical installation: a Set of machines, devices, lines and accessory equipment (together with constructions and premises in which they are installed), intended for production, conversion, transformation, transmission, distribution of electric energy and convert it into another form of energy.
4 Reduction

5 General requirements for commissioning, operation and technological regulations of operation of MN (optp)
5.1 commissioning MN (optp) and their objects
5.1.1 permitted To operate MN (optp) and their objects, both newly constructed and after major repairs, reconstruction, after the removal of their maintenance and keeping in a safe condition, appropriate project documentation and passed the acceptance in accordance with the town planning code of the Russian Federation [1].
5.1.2 the commissioning of newly built and after major repairs, reconstruction MN (optp) and their objects should be carried out by the acceptance Commission of the operating organization in accordance with the town planning code of the Russian Federation [1].
5.1.3 Before being re-built, and also after reconstruction or overhaul of MN (optp) and acceptance Committee should be held acceptance of MN (optp) and their objects by the working Commission appointed by the exploiting organization.
5.1.4 Acceptance of newly constructed and also after reconstruction or overhaul of MN (optp) and formalized by act of acceptance Commission signed by all its members. The date of acceptance of object in operation is the date of signing the act of acceptance Commission.
5.1.5 Equipment and devices of objects of MN (optp), subject to registration in public oversight authorities should be registered and certified for compliance with the requirements of the town planning code of the Russian Federation [1] prior to commissioning.
5.1.6 prior To the commissioning of the newly built MN (optp), the completion of their reconstruction or capital repair should be carried out their diagnostics and fixed all the defects formed in the course of construction. Removal of defects shall be performed by and at the expense of the contractor, engaged in construction.
5.1.7 the Operating organization after the commissioning of the newly built MN (optp), the completion of their reconstruction or capital repair needs to provide the actual location (survey) MN (optp) and their objects in the committees for land resources and land management of local Executive bodies to be applied on the cadastral map areas.
5.2 operation of the MN (optp) and their objects
5.2.1 During operation of MN (optp) and their facilities are reception, transfer, delivery of oil (oil products), maintenance, conduct diagnosis and repair of objects of MN (mnpp) as well as operational monitoring and management of organizational and technological processes.
5.2.2 Composition of MN (optp), their constructive and technological parameters project documentation depending on the destination, the climatic conditions of location of MN (optp), physico-chemical properties of oil (oil products), volume, and distance of pumping.
5.2.3 Operation of MN (optp) and their facilities should be operational and maintenance personnel the operating organization or by the specialized organizations on a contractual basis in accordance with the technological regulations and operational documents.
5.2.4 In the operation of the OTP (OTP) and their facilities must be provided:
— reliability, safetyandthe clarity and efficiency of all structures and equipment;
— management of production processes;
— monitoring the work of the MN (optp) and their objects;
— timely maintenance and repair;
— timely technical diagnostics;
— oil (petroleum) and maintenance of established reporting;
— development and implementation of measures to reduce losses of oil (oil products) during sequential pumping, transshipment from one mode of transport to another and perform other process operations as well as for saving electricity, fuel, materials and other resources, development of new technology;
compliance with the indicators of energy capacity and energy efficiency of installed project documentation;
— industrial, fire and ecological safety MN (optp);
— the creation of safe working conditions;
preparedness for liquidation of accidents, injuries and their consequences;
— antiterrorist and anti-criminal protection of MN (optp) and their objects.
5.2.5 Safety, efficiency and reliability of operation of MN (optp) must be ensured by the following measures:
periodic patrols of the pipeline route inspections and comprehensive diagnostic examinations using technical means;
— maintain in good condition due to timely maintenance and repair;
— compliance with the technological regulations of operation;
— timely implementation of measures on preparation for stable operation in autumn-winter period, spring floods and fire season;
— timely reconstruction of part of obsolete or worn out equipment;
— compliance to the contents of the protected zones and the observance of the minimum distances established by normative legal acts and normative documents;
— observance of terms of providing of fire and explosion safety and fire protection;
notification of heads of the organizations and to inform people of nearby communities about the location of MN (optp) and security measures;
— regular professional development of staff.
5.2.6 When carrying out technical diagnostics of MN (mnpp) in the periods between overhauls of any of their plots or facilities shall be carried out regularly to assess the current residual life of MN (optp) according to requirements of normative documents of Federal Executive body in the sphere of ecological, technological and nuclear supervision (or other regulatory documentation, agreed in the established current legislation of the Russian Federation). According to the results of diagnosis of MN (optp) organization, carrying out diagnostics, provides expert opinion on compliance of the technical status section of the OTP (OTP) the requirements of ND and the definition of the term safe operation of the site CL MN (mnpp).
5.2.7 To ensure the stable operation of the transport system MN (mnpp) and the implementation of Treaty obligations on transportation of oil (oil products) need to be in tank farms mobile (the minimum required) the rest of the oil (oil products), the rules of which are approved annually by the operating organization in accordance with the recommendation [2].
5.2.8 To safeguard the quality of oil (oil products), with acceptance-delivery operations required:
— the allocation for each brand of oil and type of commercial oil of individual reservoirs;
equipment installed valves with electric actuators;
— upkeep of equipment tanks (valves and respiratory valves, samplers, etc.);
— timely removal of sediments from reservoirs;
— carrying out control over the level and the removal of the produced water in tanks;
— to ensure the tightness of valves of process piping.
5.2.9 To reduce the losses of oil (oil products) in tanks must:
— to prevent leakage of oil (oil products) at the bottom of the water tank;
— maintain complete technical operability and impermeability of the tanks;
— applied to the outer surface of the tank a light reflective coating;

5.2.10 Technological losses of oil in transportation systems MN (optp) is calculated in accordance with the standards of technological losses approved by the Ministry of energy of the Russian Federation.
5.2.11 Standards of technological losses of oil (petroleum products) taking into account the technological features of the transportation process are subject to revision as necessary but not less than once in five years.
5.2.12 When you enter a new phase of the tariff norms of technological losses of oil (oil products) it is calculated according to regulatory documents and used as temporary for a period of not more than one year prior to their approval in the Ministry of energy of the Russian Federation.
5.3 requirements to the technological regulations of operation, maintenance and repair of OTP (the OTP) and their objects
5.3.1 Technological requirements are the technical documents of the operating organization determined the requirements and procedures aimed at ensuring reliable and safe operation of the OTP (OTP).
5.3.2 Technological regulations are developed by the operating organization or by a third party on a contractual basis and approved in the established by the operating organization order.
5.3.3 Technological regulations should contain specific instructions to staff on procedures and methods of conducting of works on operation, maintenance and repair of OTP (the OTP) and their objects as well:
— list and description of possible failures of MN (optp) and their objects;
— lists and criteria of limit States of MN (optp) and their objects;
— the procedure for personnel actions in case of refusal of MN (optp) and their objects;
— frequency of monitoring of the technical state of MN (optp) and their objects.
5.3.4 In the development of technological regulations of operation, maintenance and repair of OTP (the OTP) and their objects must be based on the requirements:
— the legislation of the Russian Federation in the field of technical regulation;
— design solutions, characteristics of equipment used and the working conditions of MN (mnpp), and the requirements and recommendations of manufacturers of equipment used;
sequence and frequency of technical services and repairs of MN (optp);
industrial, fire, environmental safety and safe working conditions.
5.3.5 production schedules are reviewed at least every five years or at change of structure of documentation, defining the order of operation of MN (optp) and their safety, but also in making fundamental changes in the technological scheme and operation modes of the MH (optp) and their objects.
