These specifications apply to hot-rolled and forged steel grades 12X13.20X13, 08X18H10T (EI914), 14X17H2, 12X18H10T, 12X18N9E, 09X16N4B (EP56), 10X17N13M2T (EI 448), 12X25N16G835 steel grades 12Х13, 20Х13, 14Х17Н2, 08Х18Н10Т (ЭИ914), 12Х18Н9Е, 12Х18Н10Т, 09Х16Н4Б (EP56). Steel is smelted in open electric furnaces.
1. VARIETY
1.1. In terms of shape, size and limit deviations, steel must meet the requirements of the following standards:
hot rolled round bars — GOST 2590−71
hot rolled square rods — GOST 2591−71
— GOST 4693−77
— OST 14−13−75
forged rods — GOST 1133−71
hot-rolled strips — GOST 4405−75
hot rolled hexagonal rods — GOST 2879−69
calibrated round bars — GOST 7417−75
calibrated hexagonal rods — GOST 8560−78
round bars with a special surface finish — GOST 14955−77
4 strength class
Notes:
- Hot-rolled square rods with a size of 100 mm or less in accordance with GOST 2591−71 are supplied with blunt corners. Dullness should not exceed 0.15 of the side of the square.
- Calibrated rods are supplied by the «Serp and Molot» plant.
1.2. Bars and strips are supplied according to the specialization of the supplying plant.
2. TECHNICAL REQUIREMENTS
2.1. The chemical composition of steel, maximum deviations from the norms of chemical composition, as well as the content of residual elements must comply with the requirements of GOST 5632−72 with the following changes:
2.1.1. In steel grades 12X13, 20X13, the sulfur content is not more than 0.020%;
2.1.2. The chemical composition of steel grades 09X16N4B (EP56) in accordance with the requirements of Table 1.

Note:
1. In the finished product, the following chemical composition deviations are allowed:
- on chromium + 0.1%
- nickel ± 0.05%
2. The content of residual elements must comply with GOST 5632−72.
2.2. Bars and strips, depending on the order, must be delivered heat treated or not heat treated.
Steel grades 12Х13, 20Х13, 14Х17Н2 and 09Х16Н4Б (EP56) are supplied only in a heat-treated state (after annealing or high tempering).
2.3. The hardness of steel supplied in the annealed condition must comply with the standards of GOST 5949−75. The hardness of steel grade 14X17H2 should be no more than 302 HB (diameter of the indent according to Brinell is not less than 3.5 mm).
2.4. Mechanical properties of steel grades 12X13, 08X18H10T, 12X18H9T, 10X17H13M2T (EI448) must comply with the standards of GOST 5949−75; steel grades 20Х10, 14Х17Н2, 09Х16Н4Б (EP56), 12Х18Н10Т and 12Х25Н16Г7АР (ЭИ835) to the norms of Table 2.

Note:
- To determine the mechanical properties, the following are subjected to heat treatment: for steel grades 20X13, 14X17H2, 12X25N16G7AR (EI835) — workpieces with a diameter or thickness of 25 mm or finished rods, if their section is not more than 25 mm, for grade 12X18H10T — finished samples with an allowance for grinding.
- For steel grade 09Kh16N4b (EP56), quenching at a temperature of 1150 ± 10 ° C, holding for 5−5.5 hours, air cooling, tempering at a temperature of 600−620 ° C is carried out in blanks, square. 20−25 mm. Then, finished samples are made with an allowance for grinding, which are subjected to further heat treatment according to modes in accordance with the heat treatment option. It is allowed to carry out complete heat treatment in the workpieces of the cr., Sq. 20−25 mm.
- The option of heat treatment of 09Kh16N4B steel samples is specified in the order, and in the absence of instructions, at the discretion of the supplier.
- The KCV characteristic for the steel assortment supplied by the Serp and Molot plant is not determined.
2.5. The surface of the bars must comply with the requirements of GOST 5949−75.
Hot rolled and forged rods are supplied with an etched surface upon customer’s request.
2.6. Bars and strips cut on presses and under hammers may be handed over with crumpled ends; burrs at the ends of the rods should be cleaned.
2.7. The macrostructure of steel when checked on etched transverse templates should not have residues of a shrinkage cavity, bubbles, captivity, cracks, fistulas, foreign metal and slag inclusions visible without the use of magnifying devices.
Allowable defects of the macrostructure should not exceed:
central porosity — 2 points for steels 12Х13, 14Х17Н2, 12Х25Н16Г7АР;
-1 points — for other brands;
point heterogeneity — 3 points;
liquation square — - 2 points for steels of grades 12Х13, 14Х17Н2, 12Х25Н16Г7АР;
— 1 point — for other brands.
Note: Increased or decreased etching of the center zone is not a rejection sign.
2.8. Steel grades 08Х18Н10Т, 12Х18Н10Т, 12Х18Н9Т and 10Х17Н13М2Т should not have a tendency to intergranular corrosion.
2.9. At the request of the customer, specified in the order, in steels of grades 12X18H10T, 10X17H13M2T, 12X25N16G7AR (EI835), intended for operation at high temperatures, the austenitic grain size is determined. Control standards as agreed by the parties.
3. RULES OF ACCEPTANCE, TEST METHODS, LABELING, PACKAGING, DOCUMENTATION AND TRANSPORTATION
3.1. Acceptance rules, test methods, labeling, packaging and documentation must comply with the requirements of GOST 5949−75.
3.2. To check the quality of steel, the following is selected from the batch: for testing the hardness — 5% of rods, but not less: for sizes up to 40 mm — 10 bars, from 41 to 100 mm — 5 bars and more than 100 mm — 3 bars from the number presented in the batch.
3.3. Control of the mechanical properties of rods larger than 100 mm is carried out on samples cut from reforged samples with a size of square meters. 90−100 mm.
3.4. The mechanical properties of 09X16N4B steel on transverse samples are determined for square bars with a cross section of more than 80 mm, and for round bars — more than 100 mm.
3.5. Testing of metal for impact strength on specimens of type I (KCU) and type II (KCV) in accordance with GOST 9454−78 is carried out for a square and a strip with a size of 12 mm and more, a circle and a hexagon with a size of 16 mm and more.
3.6. When retesting the mechanical properties, all the strength and ductility characteristics provided for by this specification are determined, regardless of the results of the initial test.
In case of unsatisfactory results of retesting any of the samples, the batch is rejected.
3.7. The supplier plant is allowed not to check the macrostructure and the tendency to MCC, provided that its quality is guaranteed to the requirements of these technical specifications, indicating in the certificate «Conforms to TU».
3.8. Determination of the grain size of steel is carried out in accordance with GOST 5639−65 on longitudinal samples, heat-treated according to the mode for determining the mechanical properties, by any of the methods specified in the standard.
3.9. If a batch of metal is handed over according to the results of repeated tests, the results of the initial tests are also indicated in the certificate.
3.10. The indication of the bar size in the marking sign is optional.
3.11. Metal products are transported by all types of transport in accordance with the rules of transportation in force for this type of transport, and the conditions for loading and securing goods, approved by the USSR Ministry of Railways.

Note: For calibrated rods of steel grade 14X17H2, double heat treatment (annealing + high tempering) in a rolling stock is allowed.
In table 2, the designation of the unit of measurement of ultimate tensile strength and yield strength MPa (kgf / mm 2) is replaced by N / mm 2 (kgf / mm 2).
