1 Scope
This standard applies to scrap and wastes of nonferrous metals and alloys intended for the production of non-ferrous metals and their alloys and other products.

4 Classification
4.1 waste and Scrap of non-ferrous metals and alloys are classified by the metals, their physical properties and chemical composition into groups in accordance with table 1.

5.2 waste and Scrap of non-ferrous metals and alloys included in the group tables 2−18, are governed by the chemical composition according to GOST 1583, 4658 GOST, GOST 4784, GOST 14113, 29103 GOST, GOST 123, GOST 859, GOST 15527, GOST 5017, GOST 18175, GOST, 1020 614 GOST, GOST 19241 and GOST 492, 804 GOST, GOST 2856, 14957 GOST, GOST 860, 1320 GOST, GOST 19807, GOST 3778, 1292 GOST, GOST 3640.
5.3 waste and Scrap of non-ferrous metals from alloys, not included in the group tables 2−18, produced by cancelled or re-introduce regulatory and technical documents that relate to the group to which they are suitable by chemical composition. Natural infestation of the types of waste products from nonferrous metals and alloys, not included in the set group, determined by reference tables of the debris of non-ferrous metals, is presented in Appendix J.
With the mismatched alloys chemical composition groups, are presented in tables 2−18, the classification of such alloys in the group are in agreement with the consumer.
5.4 Requirements described in tables 2−18, also apply to other similar quality group scrap and waste.
5.5 For scrap and waste in all group sizes must not exceed: packages 400x400x700 mm, ligaments and bays — 400x700 mm. Maximum dimensions of separate pieces in one of the dimensions should not exceed 1000 mm, with the exception of sizes specified in the tables for individual groups of scrap and waste.
The maximum dimensions of separate pieces of low-quality scrap and other waste must not exceed 1000x1000x2000 mm.
By agreement with consumer it is permitted to surrender scrap and waste exceeding these dimensions.
5.6 the Scrap and wastes of nonferrous metals and alloys on the name of the metal and of the group shall conform to table 2−18.
5.7 the Classification of scrap and waste of non-ferrous metals and alloys by groups is carried out visually in accordance with the external signs, labelling of parts and products — according to GOST 2171 or carrying out spectral and chemical analysis according to standard methods of measurement and the measurement procedures, certified in accordance with GOST R 8.563.
5.8 the Collection of scrap and waste of nonferrous metals and alloys should be carried out in accordance with the procedure given in Appendix A.
5.9 Scrap and wastes of nonferrous metals and alloys in the form of chrome-plated, Nickel-plated kadmirovannyh or coated otherwise plated parts and pieces, as well as parts and pieces coated or alloyed with silver, accept for certain types, like similar articles and pieces without metal coating.
5.10 permitted by agreement with the consumer to accept mixed waste and scrap excluding waste and scrap of titanium and titanium alloys.
Permitted by agreement with the customer to take (to take) mixed the types of scrap. By mixing scrap and waste of the same name, but different types, scrap and waste belong to the group with greater natural contamination.
5.11 In the scrap and waste of aluminium coated with selenium, the selenium needs to be removed to a residual content of 0.05% in place of lomoobrazovanija.
5.12 Bulk shavings all non-ferrous metals and alloys should have a length of one turn of not more than 100 mm. permitted by agreement with the consumer briquetting.
5.13 In the scrap and waste of non-ferrous metals and alloys are not allowed objects that are not related to natural contamination, which is not physically associated with scrap and waste — debris (rags, wood, paper, construction and packaging materials).
6 security Requirements
6.1 General
6.1.1 All delivered or shipped scrap and waste should be monitored for harmful chemicals, radiation monitoring and control]. Form of certificate of chemical, radiation and explosion and fire safety are given in Appendix B.
6.2 Requirements on chemical safety
6.2.1 All types of mercury-containing waste must be free of compounds with high explosive and radioactive properties. Containing mercury wastes containing toxic substances (fluoride, chloride, arsenic etc.) shall be subjected to neutralization by the enterprise provider. Mercury-containing sludge from sulfuric acid plants are not allowed.
6.2.2 the Degree of action on the human body harmful substances, which are allocated and formed in the process of harvesting and processing scrap and waste of nonferrous metals and alloys, the hazard class and the maximum permissible concentration (MPC) in working zone air and drinking water are fixed by GOST 12.1.005, GOST 12.1.007, GOST R 51232 and shown in table 19.

6.2.3 Control of content of harmful substances in the air of working zone is carried out in accordance with the requirements of GOST 12.1.005 and GOST
Analysis of air samples is carried out according to normative documents approved by the Ministry of health of the Russian Federation, on methods of determination of harmful substances in the air or methodical instructions on determination methods and techniques developed in accordance with GOST 12.1.016, GOST R 8.563.
6.2.4 Drinking water must meet the requirements of GOST R 51232.1*. Analysis of drinking water levels of aluminum, copper, molybdenum should be carried out according to GOST 18165, 4388 GOST, GOST 18308, respectively, for lead and zinc — according to GOST 18293.

6.2.5 All work with mercury-containing wastes is carried out in accordance with the sanitary rules and norms [1].
6.2.6 in the storage and transportation of scrap and waste of nonferrous metals and alloys should be secured to prevent spillage, education and filling of toxic and hazardous substances.
6.2.7 recycling, Disposal and destruction of hazardous substances must be conducted in accordance with the rules approved in the established order.
6.2.8 When working with scrap and waste of non-ferrous metals and alloys that have a toxic effect on the human body, you must use a respirator type «Petal» according to GOST
6.2.9 When working with mercury and dusting of waste it is necessary to use filter gas respirator brand of the RPG-67 or G grade according to GOST 12.4.004 and a respirator «Petal» G according to the normative documents. The respirators shall periodically be subjected to demercurization and washing.
6.2.10 To prevent the ingress of dust, solid particles on the mucous membrane of the eye must wear protective goggles of types 2, 3 according to GOST
6.2.11 When working with waste tungsten, cobalt, magnesium, Nickel, providing allergic effects, it is necessary to use gloves according to GOST 12.4.010, apply anti-aerosol respirators in accordance with GOST R 12.4.191 or respirators type «Petal» according to GOST
6.2.12 In waste management cadmium need to wear gloves on regulations and aprons according to GOST
6.2.13 personal protective equipment working with scrap and waste of nonferrous metals and alloys shall conform to standard industry regulations of free issue of special clothes, special footwear and other means of individual protection to workers and employees of the metallurgical industry and metallurgical production.
6.2.14 areas in the places of unloading and loading of scrap and waste, with harmful effects on the human body should be equipped with local suction according to GOST
6.3 Requirements for ensuring explosion and fire safety

6.3.3 random inspection of scrap and waste of non-ferrous metals explosion-not allowed.
6.3.4 Verification of scrap and waste of non-ferrous metals in the explosion (except for uncleared ammunition) should be carried out under the guidance of a person specially trained and having corresponding certificate. Upon detection of uncleared ammunition, containers with unknown contents, etc. work with scrap and waste of non-ferrous metals should be suspended.
6.3.5 Industrial premises and places of storage of explosive and flammable substances must comply with the fire safety requirements according to GOST 12.1.004, explosion protection according to GOST 12.1.010 and shall be equipped with signs of fire according to GOST R 12.4.026, fire-extinguishing means according to GOST 12.4.009 and fire alarm systems.
6.3.6 Production facilities in places of formation of harmful substances, explosive dust, and flammable substances must be equipped with ventilation according to GOST 12.4.021 separated from sources of fire, explosion and open fire with the provision of sanitary-hygienic requirements for working zone air in accordance with GOST 12.1.005, sealing equipment and communications.
6.3.7 For removing static electricity, a television and air vent installations must be grounded, executed and marked in accordance with GOST
6.3.8 Disposal, removal, transportation, destruction of explosive scrap and waste of non-ferrous metals should be conducted by professionals competent regional authorities (representatives of military units and the Ministry of emergency situations, etc.)
6.3.9 waste and Scrap of non-ferrous metals and explosive items subject to processing in various ways (fire or mechanical cutting, packaging, crushing, etc.), should be checked for explosion safety in accordance with the following requirements.
6.3.10 Ammunition (shells, mines, warheads, bombs, etc.) should not have explosive devices, should be open point, unscrewed the bottom and it is empty, the internal surface must be cleared of explosives and special structures; shrapnel glasses and jet mines of the internal partition (membrane) should be removed.
6.3.11 the Trunks of artillery and small arms should be exposed through channels or deformed at the end of the barrel and the breech (receiver) to complex bending.
6.3.12 Store boxes of artillery and small arms should be open and empty or with bruises (to the cracks).
6.3.13 Artillery shells and casings of small arms should not have the means of ignition (percussion cap sleeves, galvanic and GalvanoTechnik tubes, etc.) and residues of propellant charge.
6.3.14 All types of military equipment should be rozpakowany, dismantled and released from fuels and lubricants, and are in their ammo, solid fuel and initiating other explosives should be removed, fluid from the hydraulic cylinder, brake, wheel and other devices to be merged.
6.3.15 Vessels of all types and sizes (tanks, barrels, etc.), and all hollow objects (cylinders, motors, etc.) must be cleared of content, the frost tubes and moisture and are available for inspection of the inner surface; of a mouth of cylinders should be opened and their enclosure should be slotted second opening; bottoms of barrels and other containers must be opened.
6.3.16 Capacity, units of machines (engines, transmissions, etc.) should be freed from residues of fuels and lubricants.
6.3.17 Frame, pallets, metal and other massive objects subjected to explosive fragmentation, should not have nizoralnyh charges or their residues.
6.3.18 Each vehicle scrap and waste of nonferrous metals is accompanied by a document certifying their explosion safety, chemical and radiation safety.
Form of certificates of explosion safety, chemical and radiation safety in the scrap and wastes of nonferrous metals is given in Appendix B.
6.3.19 Unloading and verification received by the company scrap and waste of non-ferrous metals on explosion safety should be carried out under the guidance of a person specially trained and having corresponding certificate. On the inspection must be recorded in the book of account received by the company scrap, specifying the name of the enterprise (organization) of the sender, invoice number and certificates of explosion safety, the name of the person who carried out the acceptance of scrap and waste, and his signature. Explosion-proof packet ensures that the sender.
6.3.20 Directly before loading into the mold, scoops and buckets waste and scrap of non-ferrous metals shall be tested for intrinsic safety in accordance with the requirements given
On the inspection must be recorded in the book of the account of the metal charge with the signature of the person who carried out the control of scrap and waste.

6.3.21 All work associated with the inspection of scrap and waste on the explosion and their decontamination should be carried out at an illumination of not less than 30 Lux.
6.3.22 When it detects explosive objects must be drawn up, the form of which is given in Annex G.
6.3.23 the Storage of explosive ordnance (except ordnance uncleared) is carried out in special storage facilities.
In storage and at a distance of less than 30 m from them is prohibited to use open fire and to carry out gas-welding works.
Storage should be provided molniezaschita and fire prevention equipment in accordance with the rules and regulations.

6.4 Requirements for radiation safety
6.4.1 Scrap and non-ferrous metal waste generated at the enterprises using in the production process, radioactive substances, and every vehicle should undergo decontamination and be accompanied by a document on decontamination.
In the absence of documents on the decontamination of the enterprises-suppliers should not make the scrap and wastes of non-ferrous metals.
6.4.2 waste and Scrap of non-ferrous metals (every vehicle), coming to the enterprises for gathering, procurement, implementation, and processing or use as a metal charge, must pass a radiation control in accordance with the requirements of sanitary regulations [2], sanitary rules and norms [3] and guidelines [4] with obtaining sanitary-epidemiological conclusions on the supplied party and be accompanied by a document on radiation safety. In the absence of these documents, scrap and waste of non-ferrous metals, as well as the vehicle on which the delivery on the company is not permitted until further order of the person responsible for radiation safety.
The dose rate of ionizing radiation and the flux density of particles on the surface of the scrap and waste metal should correspond to sanitary rules and norms [5]:
— 1st class of application (sending abroad) — less than 30 Mr/HR and 30 particles cm/min, respectively;
— 2nd class of application (in Russia) is less than 50 Mr/HR and 100 particles cm/min.
6.4.3 Verification of scrap and waste of non-ferrous metals to radiation safety shall be conducted by a person trained in accordance with the requirements of sanitary regulations [2], sanitary rules and norms [3], guidelines [4] and has a corresponding certificate. On the inspection must be recorded in the Ledger sent to an enterprise of scrap metal, stating:
— the name of the enterprise (organization) of the sender;
— the invoice number;
document on radiation control;
— the name of the person who carried out radiation control, and his signature.
7 Requirements of environmental protection
7.1 Protection of atmosphere from harmful emissions during processing and handling of scrap and waste of nonferrous metals is carried out in accordance with GOST
7.2 Waste water from the processing and work with scrap and waste of non-ferrous metals must be cleaned and discharged in accordance with the requirements of sanitary rules and norms [7].
7.3 Industrial waste from processing and handling of scrap and waste of non-ferrous metal shall be temporarily stored, transported, neutralizes and saharinata according to requirements of sanitary rules and norms [8].
8 Rules of acceptance
8.1 Scrap and wastes of nonferrous metals and alloys take parties. The party should consist of scrap and waste metal of one name, one group, or grade of alloy that is sent to one address and must be accompanied by:
8.1.1 Document about quality (passport), which must contain:
— the name of the supplier;
— the form of scrap and wastes;
— brand alloy;
— the weight of the batch;
— date of dispatch;
— the number of the vehicle;
— chemical composition.
The form of the passport is specified in Annex D.
8.1.2 a Certificate of explosion, which is issued in four copies: two copies are sent to the transport Department, one of which is fixed in a conspicuous place in the vehicle; the third copy direct to the consumer; and the fourth copy remains at the company, sending the scrap and wastes of nonferrous metals and alloys.
8.1.3 a Certificate of decontamination and neutralization of harmful substances in accordance with Annex E to the party scrap and waste coming from enterprises using in the production process, radioactive and harmful substances.

8.9 the acceptance of scrap and waste are listed below, with net weight determined according to GOST 28053, GOST 28192, is:

8.9.5 other waste tin, tin and tin-lead alloys is the mass contained therein, tin, antimony, lead.
8.9.6 sludge and wastes of lead and its alloys is the mass of the contained lead, tin, antimony, and copper.
8.9.7 For zinc waste and zinc alloys — the mass contained in them, zinc, aluminum, and copper.
8.9.8 For lead and zinc ishari is the mass of the contained zinc and lead.
8.9.9 For tungsten — and molybdenum-containing compounds, dust, powder waste of hard alloys, chips — the mass of the contained tungsten and molybdenum (with the molybdenum content not more than 0.5%).
9 test Methods
9.1 Test scrap and waste of non-ferrous metals and alloys is carried out according to GOST 28053, GOST 28192 with the following additions:
9.1.1 Checking the classification to groups is carried out visually and the marking of parts and products according to GOST 2171 or by using drip reactions or spectral analysis methods, chemical analysis methods according to the normative documents.
9.2 Test scrap and waste of nonferrous metals and alloys, the explosion is carried out visually in accordance with the requirements specified in 6.3.
9.3 determination of the mass and size of the scrap and waste is carried out by weighing and measuring.
9.4 Test scrap and waste of nonferrous metals and alloys, the contamination by radioactive substances is carried out dosimetry devices SRP 68−01, DP-5V or other devices in accordance with the basic sanitary regulations [9] and norms of radiation safety [5], and also methodical recommendations on organization of work in the field of radiation safety at the enterprises of nonferrous metallurgy.
9.5 checking the correctness of scrap and waste of non-ferrous metals and alloys of groups is carried out visually or in the laboratory of the consumer; the results of the tests serve as the basis for acceptance and payments.
In case of disagreement in assessing the quality of scrap and waste of non-ferrous metals and alloys assessment is carried out on the sample selected in the presence of supplier’s representative, in the laboratory disinterested organization.
10 Transportation and storage
10.1 Transportation
10.1.1 the Scrap and wastes of nonferrous metals and alloys transporterowych any kind of transport in accordance with the rules in force in each mode of transport. Loading and unloading operations are conducted in accordance with the requirements of GOST 12.3.009, dangerous goods label according to GOST 19433, General cargo is prepared according to GOST 26653.

10.2 Storage
10.2.1 the Scrap and wastes of nonferrous metals and alloys subject to primary processing, are stored separately on the groups of metals in accordance with the established classification in boxes, bins, compartments and specially designed areas with a hard surface, excluding the possibility of contamination of scrap and waste of non-ferrous metals and alloys.
10.2.2 Chips, powdered wastes and wastes of aluminium, zinc-containing, lead-containing of ishare that have passed initial processing, are stored under conditions excluding ingress of moisture.
10.2.3 Shavings of magnesium and magnesium alloys are kept in specially equipped warehouses located in isolated and fire resistant rooms.
10.2.4 Waste generated during the processing of alloys that contain beryllium, stored in closed containers or closed containers.

10.2.10 the Scrap and wastes of nonferrous metals and alloys subject to primary processing, as well as goats, furnace granite breaking, aircraft and other oversized scrap stored outdoors.
10.2.11 allowed to store waste and scrap, except those specified in 10.2.2−10.2.9, outdoor areas for a period of not more than 10 days.
10.2.12 Household scrap is stored in closed premises.
10.2.13 Scrap military equipment are stored separately.
