1 Scope
This standard applies to manufactured and supply of welding materials, regardless of their type.
This standard establishes requirements for the quality management of welding materials in their manufacture, delivery and sale.
This standard contains rules for manufacturers, suppliers and sellers of welding materials describing the procedures that are in accordance with the objectives in the field of quality make it possible to assess their ability to produce, supply and sell welding materials designed for welding and related processes, in accordance with the established requirements.
This standard can be used as a basis for conformity assessment of quality management systems (including their certification) manufacturers, suppliers and sellers in accordance with the scope of their activities.
This standard can be used in cases where the need to confirm the ability to produce, supply or sell welding materials designed for welding and related processes, for a given level of quality negotiated in one or more of the following documents:
— the contract between the parties;
in product standards;
— the standards used for conformity assessment of welding consumables;
— normative-technical documentation.
This standard contains the requirements to control the manufacturing, delivery and sales of welding materials used in the following cases:
a) when the contract requires the producer, supplier or seller of the quality management system corresponding with the EN ISO 9001 and EN ISO 9002;
b) when it is necessary to consider special requirements for the manufacture, supply and sale of welding materials as guiding requirements for the development of the quality management system manufacturers, suppliers or vendors;
c) when it is necessary to consider special requirements for the manufacture, supply and sale of welding consumables in specifications, standards and other regulatory documents that require the manufacturer, provider or seller of welding materials the availability of the quality management system as the basis for conformity assessment, including certification of welding materials.
The organization is a manufacturer or supplier of welding materials and certified in accordance with EN ISO 9001 and EN ISO 9002, is considered the present standard.

3 Terms and definitions
This standard applies the following terms with respective definitions:
3.1 the manufacturer (manufacturer): Person or organization that manufactures welding materials for full cycle of production or perform final production and are responsible for the quality of the products.
The manufacturer is also considered a person or organization who purchase the aforementioned products in the final stages of production or at an earlier stage and give a full guarantee of conformity of the properties and characteristics of welding materials (e.g., chemical composition and other quality parameters) and control of the production process, as well as control of finished products.
3.2 the vendor (supplier): the Person or entity that acquires welding consumables from the manufacturer and put them under their own brand.
3.3 the seller (distributor): a Person or organization who receive the welding materials from the manufacturer or vendor and distribute them under the brand name of the manufacturer or supplier.
3.4 the subcontractor (subcontractor): the Person or organization to which the manufacturer may be partly or completely fabricating and welding the materials or by the order of the manufacturer (supplier) can execute any services.
4 requirements for the organization
4.1 the representative of the management
Manufacturer, supplier or seller must appoint a representative from the leadership of the organization who, irrespective of other responsibilities have to be responsible and have authority that includes ensuring that procedures needed for the functioning of the quality management system, installed, implemented and maintained in accordance with the requirements of this standard.
The above-mentioned the representative of the management must be isolated from the production process. However, he should be responsible for the following:
— coordination and control of the quality management system;
— resolution of any discrepancies in the system;
— timely and efficient implementation of activities in respective offices to ensure compliance with established requirements.
4.2 Verification of resources and personnel
Manufacturer, supplier or seller should identify internal requirements for verification and provide the appropriate resources and assign qualified personnel to carry out activities related to verification.
4.3 Analysis by the management
The instructions of the manufacturer, provider or seller should review the quality system, aimed at achieving concrete results in the field of quality in accordance with the requirements of this standard through planned intervals to ensure its continuing suitability, adequacy and effectiveness. Documentation on the analysis of leadership should be maintained in working condition.
5 quality System
Manufacturer, supplier or seller must establish, document, implement, maintain and continually improve the effectiveness of the quality management system to ensure that products meet the requirements.
This should include the preparation and introduction of documented methods and/or instructions, including procedures for regular internal audit in order to identify the effectiveness of the system.
6 Requirements for products
Manufacturer, supplier or seller must establish and maintain procedures for analyzing the requirements of the contract for the supply of products in terms of requirements related to the product itself. This procedure is performed in order to ascertain that:
— product requirements are defined adequately;
— the Treaty’s requirements can be met.
7 documentation Management
Manufacturer, supplier or seller must develop, implement, and support technology for each stage identified and updated documented procedures, including guidelines for processes for the production, control and testing methods, as well as documents confirming the qualification of personnel involved in the processes of production and control. Before the introduction of these documents should review and approve the staff that was appointed for this representative leadership of the organization. These actions should guarantee the following:
— all processes that affect quality, provided with the relevant documents;
— obsolete documents are promptly removed from circulation in all the processes where they may be used.
Replacement documents should be controlled and carried out by authorised personnel.
This staff should have access to relevant and current service information, including technical specifications and standards that must be met for welding materials.
Changes in the relevant documents or annexes should be clearly marked.
8 Purchases
Manufacturer, supplier or seller must ensure conformity of purchased products, raw materials and services conform to established procurement requirements.
8.1 Assessment of subcontractors
Manufacturer, supplier or seller can transfer to a subcontractor of the production or services that have an impact on the quality of the finished welding materials.
Subcontractors in terms of ability to meet the requirements of the subcontracting must assess any manufacturer, supplier or seller, or a third party. Documentation substantiating the ability of the subcontractor is a prerequisite for recognition as a subcontractor that meets the stated requirements.
8.2 Procurement requirements
Procurement requirements must review and approve authorized personnel, they should include clear requirements for supplies, raw materials or services.
If necessary, they should contain the following:
— type, class, grade and other unique characteristics, indicating, whenever possible, existing standards;
— name and other unique identification of products, as well as the existing technical conditions, technical requirements, control procedures and other relevant information.
These requirements should contain the normalized values of the chemical composition and physical properties of wires, rods, strips, powders and solutions and other raw materials which enable you to meet the final product requirements.
9 Identification and traceability during production and delivery
The manufacturer should establish and maintain documented procedures for the identification and traceability of products at all stages of the production cycle and delivery.
For producers, suppliers and sellers must be established documented procedure of delivery.
10 the means of production
All the means of production used by the manufacturer to ensure the stable quality of welding materials.
11 process control
The manufacturer or its subcontractor must identify and plan the processes which directly affect quality and shall ensure that these processes occur under controlled conditions. These terms should include the following:
the stepwise procedures for all processes, which in any way may affect the quality;
equipment must be equipped with measuring and monitoring devices;
— technical conditions, instructions and other necessary procedures must be available.
Control and monitoring are subject to the following processes:
— preparation of recipes.
— weighing;
— the process of mixing the components;
— rolling, heat treatment and, if necessary, surface treatment and cleaning wire;
— forming;
— calcination, drying;
— marking and packing.
12 inspection and testing
12.1 Equipment for monitoring, measuring, and testing
Manufacturer, supplier and seller shall conduct routine monitoring, calibration and maintenance of instruments and equipment used for measuring, control and testing of products to confirm its compliance with established requirements. The above-mentioned equipment and devices should ensure, as a minimum, the following:
— weighing;
control of geometrical parameters;
— chemical analysis;
— welding control connections;
— temperature measurement;
— mechanical tests.
12.2 the quality Control of raw materials
Manufacturer, supplier or seller must not use, process or supply raw materials or other incoming products before it is proven one way or another, and confirmed its conformity with the technical conditions. Verification of starting materials should be carried out in accordance with documented procedures.
12.3 inspection and testing during manufacture
The manufacturer in the manufacture of products needs to control all the established properties and characteristics of welding materials, which cannot be verified by subsequent measurement or monitoring, and shall ensure that process control is carried out regularly and is quite effective.
Control procedures and testing shall be constantly maintained during manufacture to ensure unconditional guarantee that the supplied and used products have undergone the necessary verification and testing.
12.4 Acceptance testing, verification and permission to sell
The procedure of issuing permits for sale, confirmed by relevant documents, should ensure that in the production process of assigned types of control and tests, including entrance control, and that the results confirmed the established requirements.
According to documented established procedures, the manufacturer shall conduct acceptance inspection and testing to verify that the manufactured welding consumables the requirements.
Supplier shall issue and maintain accounting documents confirming that the products have passed required inspection and tests in accordance with established acceptance criteria.
The output of production should not be carried out until until the permit to sell is issued by the relevant authorized person.
13 Products not complying with the requirements
Manufacturer, supplier and seller shall develop, establish and maintain documented procedures to prevent inadvertent application of products not meeting specified requirements during and after production, transportation and storage of products.
Non-conforming product must be discarded or modified in order to achieve the established requirements. Modified products must be re-inspected in accordance with documented procedures.
14 Corrective actions
Manufacturer, supplier and seller shall establish and maintain documented procedures, which include:
— determining the causes of nonconformities in the production of products, complaints from consumers and identify adverse trends affecting the quality;
— introduction of effective corrective actions that prevent, to the extent possible, the recurrence of nonconformities;
— evaluation of the effectiveness of corrective actions and changes in procedures.
15 Transportation, packaging and storage
Manufacturer, supplier and seller shall develop, maintain and implement documented procedures for the transportation, packing and storage of welding materials.
15.1 Transportation
Manufacturer, supplier and seller must develop and establish methods of transportation that prevent damage to products.
15.2 Packaging
Manufacturer, supplier and the seller should be in control of packaging, including used packaging materials, thus to avoid damage and to ensure the compliance of products with established requirements.
The labelling on the packaging must conform to these objectives, the standards, for example EN ISO 544.
15.3 Storage
Manufacturer, supplier and seller must have the necessary facilities for storage of products to save the consumer properties of welded materials, installed by the manufacturer.
When storing should also be considered that the temperature and humidity can affect the properties of welding materials.
The quality of stored products should be monitored in regular intervals.
16 Documents about the quality
Manufacturer, supplier, vendor and subcontractor must furnish the relevant documents certifying the quality of products, containing all necessary data for monitoring and testing that indicate the compliance with statutory requirements.
The document about quality should contain at least the following information:
— identification of the product;
— identification of the party or swimming trunks;
— results of checks and tests;
— information on nonconformances (if any);
— information about completed corrective actions (if necessary).
Quality certificates should be kept for 5 years unless stated otherwise.
