In applying this standard it is recommended to use instead of the referenced international standards corresponding national standards of the Russian Federation, details of which are given in Appendix YES
5 INTRODUCED FOR THE FIRST TIME
Application rules of this standard are established in GOST R 1.0−2012 (section 8). Information about changes to these recommendations are published in the annual (as of January 1 of the current year) reference index «National standards» and the official text changes and amendments — in monthly information index «National standards». In case of revision (replacement) or cancellation of these guidelines, a notification will be published in a future issue of monthly index «National standards». Relevant information, notification and lyrics are also posted in the information system of General use — on the official website of the Federal Agency for technical regulation and Metrology on the Internet (www.gost.ru)
Introduction
This standard is identical to the international standard ISO 11484:2009 «Steel products — qualification System the employer of personnel non-destructive testing (NDT)».
International standard ISO 11484:2009 was developed taking into account the provisions of ISO 9712:2005 and can be used by the employer to assess the qualifications of the staff responsible for the inspection of steel products. The qualification of personnel performing nondestructive testing other products, can be carried out in accordance with the requirements of ISO 9712:2005, unless otherwise specified in the relevant normative documents.
In the text of this standard compared to ISO 11484:2009 changed some phrases with the purpose of observance of norms of the Russian language and in accordance with the national terminology.
Replaced the names of NDT methods used in the national practice, namely the «leakage» is replaced by «method of leakage detection», «control probes, magnetic flux leakage» is replaced by «method of magnetic flux dispersion».
In section 6 «Requirements and procedure for qualification assessment» add reference to figure 1 that is absent in ISO 11484, figure 1, is moved from the end of the standard in the corresponding section 6.
This standard is supplemented by a reference app YES, contains information about the compliance of the referenced international standards reference the national standards of the Russian Federation.
1 Scope
1.1 this standard defines a system of evaluation by the employer of staff, carrying out non-destructive testing of following types of steel products:
— pipes and pipe products (seamless and welded);
— sheet and hot-rolled coil, rail, billet, profiles, rods, wire.
1.2 this standard specifies requirements for evaluating the qualifications of the staff of the 1st and 2nd skill levels (more levels), carrying out non-destructive testing of steel products specific methods. Assessment of qualifications is carried out by the employer in respect of a specific product and a specific NDT method.
1.3 this standard applies to personnel performing nondestructive testing of steel products with the use of any of the following methods:
a) eddy current (ET);
b) the magnetic flux dispersion (FT);
c) leakage detection (LT);
d) capillary (RT);
e) magnetic particle (MT);
f) radiographic (RT);
g) ultrasonic (UT);
h) visual (VT).
Note — the Method of magnetic flux of dispersion is not standardized in the national standardization, but also used for inspection of steel products produced according to international and regional standards.
2 Normative references

3 Terms and definitions
This standard applies the following terms with respective definitions:
3.1 qualifications (qualification): Demonstration of knowledge, skills, training, experience and physical abilities required for the proper conduct of nondestructive testing, proof of which is held by the certification body or accredited/authorized body for the evaluation.
3.2 authority for assessment of qualification (qualifying body): a Body or a unit not engaged in the direct production, authorized by the employer to prepare for exams and holding of exams.
Note — On skills assessment can be an external organization acting on behalf of the employer.
3.3 the employer (employer): Organization in which the candidate works on a regular basis.
3.4 candidate (candidate): a Person applying for confirmation of their qualification by passing a qualification assessment.
3.5 configuration (set-up): Mechanical and/or electronic adjustment of NDT equipment to set the parameters and the sensitivity control in accordance with the requirements of the specifications for the products.
3.6 non-destructive testing method (NDT method): the Process of nondestructive testing applying a specific physical principle of control.
Example — Ultrasonic inspection.
3.7 nondestructive testing technique (NDT technique): a Specific form of application of the NDT method.
Example — Immersion ultrasonic inspection.
3.8 ability (capability): the Ability and/or skill to solve a certain problem of nondestructive testing.
3.9 competence (competence): Knowledge of products and ability to perform a specific task of nondestructive testing.
3.10 specialist 3 level (level 3 individual): Specialist, certified to level 3 in accordance with ISO 9712 or an equivalent document according to the method and type of product for which it is authorized body for the qualification to conduct qualification exams, monitor and evaluate the level of qualification for non-destructive testing.
3.11 the General examination (general examination): Written exam on the 1st or 2nd level regarding the principles and methods of non-destructive testing.
3.12 a significant break (significant interruption): Failure by a qualified technician responsibilities assigned to respective levels, for the implementation of the NDT method for a continuous period exceeding one year, or during separate periods for a total duration of more than two years in the period of validity of qualification.
3.13 special examination (specific examination): Written exam on the 1st or 2nd level on the process of non-destructive control in a certain area, including an assessment of the knowledge and control of products, codes, standards, specifications, rules, and acceptance criteria.
4 General provisions
4.1 in Accordance with the requirements of this standard, the employer bears full responsibility for the fact that they hired staff performing nondestructive testing, trained and successfully passed qualification exams held under the supervision of the employer, to one of the two levels (1st or 2nd level) for one or more NDT methods covered by this standard.
Alternatively, using its own qualified personnel 1 or 2 level, the employer may hire on a contract basis staff of the 1st or 2nd level, certified according to ISO 9712 or equivalent document, for the regular operations of nondestructive testing.
In addition, a certified specialist of 3rd level employed by the employer, permanently or temporarily responsible for the procedure for conducting qualification examinations of personnel at 1st or 2nd level.
4.2 All candidates admitted to the qualifying examinations must meet the established requirements for the vision, General education and practical experience in NDT. These requirements must be verified by the employer and noted in the certificate.
4.3 Qualifying examinations for 1st or 2nd level consist of three parts: a General exam (in written form) special examination (written) and practical exam.
4.4 According to the documented decision of the employer, the General, special and practical exams can be conducted either by the authority for the evaluation of the employer, or external body for the evaluation authorized by the employer.
4.5 evaluation of training the employer should include specialists of the 2nd and 3rd levels, not employed in the direct manufacture of products. Of these experts should be established by the examination Board, including at least one certified expert of 3rd level, the authorized body for the evaluation of the employer to conduct tests, the staff of the 1st and 2nd levels.
Note — Specialist 3 level may not be a permanent employee of the employer.
The Chairman of the examination Committee is responsible for the procedure for conducting qualification examinations of personnel of the 1st and 2nd levels and for the accuracy of their results.
These requirements must also conform to an external organ for the evaluation, approved (authorised) by the employer.
4.6 the Results of the qualification examination must be verified/confirmed by the authority for the assessment of skills in relation to full compliance. The authority for the assessment of qualifications should give to the candidate, which has withstood the exam, a certificate indicating the NDT method and level of qualification (1st or 2nd level). The certificate gives the technician the right to perform specific tasks in the field of nondestructive control at the enterprise of the employer in accordance with the skill level.
The certificate is valid only if the receiving specialist is a permanent or temporary employee in the employer that issued it.
4.7 the Order of evaluation of qualification until the issue of the certificate should be installed on the evaluation in a written procedure.
5 skill Levels
5.1 General provisions
Personnel performing non-destructive testing and qualified in accordance with this standard, is assigned to one of two skill levels (1st or 2nd level), in accordance with the specific problems of nondestructive testing that should be solved by the staff.
Both skill levels are set depending on the content of tasks, extent of responsibility and other factors in accordance with 5.2 and 5.3.
5.2 1st level
Specialist, qualified at 1st level, must possess the competence required to conduct nondestructive testing in accordance with the instructions on the method of NDT for which he is qualified, under the supervision of the staff of the 2nd or 3rd level.
Specialist 1-level may be authorized by the employer:
— set up the equipment, which is used for non-destructive testing;
— to carry out non-destructive testing;
— to record and classify the results of nondestructive testing in accordance with established criteria;
— to issue the results of monitoring.
Specialist 1-level is not responsible for the choice of the applied method or method of nondestructive testing, and evaluating testing results.
5.3 2nd level
Specialist, qualified in the 2nd level should have competence sufficient to conduct destructive testing in accordance with the procedures according to the method of nondestructive testing, for which he is qualified.
Specialist 2nd level in the range may be authorized by the employer:
— select the method of nondestructive testing at the applied method;
— identify limitations of the scope of the method or method (s) of nondestructive control;
— interpret rules, standards, requirements and procedures for non-destructive testing instructions for their practical application in specific production conditions;
— to configure and test equipment;
— conduct non-destructive testing and to observe his conduct;
— to interpret and evaluate the results of nondestructive testing in accordance with applicable rules, standards or requirements;
— develop documented instructions for non-destructive testing;
— to manage and monitor the performance of duties by experts of the 1st and 2nd levels;
— lead the staff of the 1st and 2nd levels;
— design and present the results of nondestructive testing.
6 Requirements and evaluation procedure qualification
Approved by the employer body for the evaluation, with the participation of the authorized expert 3 level to assess the qualifications of candidates for the 1st and 2nd levels for non-destructive testing in accordance with sections 7 and 8 of this standard (figure 1). After evaluating the candidate’s qualifications on the qualification the employer must issue him a certificate.
Note — Specialist 3 level may not be a permanent employee of the employer.

7 Qualification requirements
7.1 General provisions
Candidates applying for assignment of qualification level of qualification examination must have appropriate education and to comply with this section requirements for vision, learning and practical experience in NDT.
7.2 Requirements for vision
7.2.1 the Candidate must submit a document confirming satisfactory eyesight, meeting the following requirements:
a) near vision acuity shall provide reading letters font Times Roman N 4.5 or equivalent font (Times New Roman with a height of 4.5 points, where 1 point is equal to 0,3528 mm) with a distance of at least 30 cm, at least one eye, with correction or without correction;
b) colour vision should provide a contrast with the distinction made by candidate colors and shades used in a particular method of nondestructive testing established by the employer.
7.2.2 After the evaluation of qualification proof of visual acuity and color discrimination should be provided annually and validated by the employer.
Note — confirmation of the color discrimination is performed only for a specific NDT method established by the employer.
7.3 Training
7.3.1 a Candidate must present documented evidence of successful completion of training by a certain method and level of qualification corresponding to the requirements of the authority for the evaluation, authorized by the employer.
7.3.2 Recommendations on the content of the course is given in [1], [2], [3] and [4].
7.3.3 Minimum duration of training of the candidate, depending on the method of nondestructive testing must comply with table 1.

To achieve satisfactory results in the control of various products by 1.1 required specialized knowledge and skills, and the training program should be built taking into account these special requirements. | ||

7.4 Practical experience
7.4.1 Practical experience can be obtained by the candidate both before and after successfully passed the qualification exam. Evidence of practical experience must be submitted to the authority for assessment of qualifications by the head of the division in which a candidate works.
7.4.2 if the experience is acquired after a successful completion of the exam, the exam results are valid for two years.
7.4.3 the Minimum duration of practical experience are shown in table 2.

Work experience (in months) is estimated at a nominal 40-hour week or the statutory duration of the working week. Work for more than 40 hours per week may be counted in the total number of hours of work, but should be documented. |
8 Qualification exams
8.1 General provisions
The qualifying examination should consist of General, special and practical exams for a particular method of nondestructive testing. Authority for the evaluation shall determine the maximum amount of time required to conduct each exam. The time allowed to the candidate for each exam, must take into account the number and complexity of issues.
8.2 the content of the exams
8.2.1 General exam
The General exam should include questions selected only at random of the questions for the General exam prepared by the authority for the assessment of qualifications. The minimum number of questions that must be answered by the candidate, are given in table 3.

The average for choice of answer for each question from the options should be no more than three minutes.
In the radiographic method of nondestructive testing shall be conducted an additional examination on radiation safety, unless otherwise defined by applicable regulations.
Examinations in radiographic method of nondestructive testing may include questions on x-ray or gamma control depending on the requirements of the authority for the evaluation.
8.2.2 Special exam
A special exam should include questions chosen at random only from questions for special exam prepared by the authority for the assessment of qualifications. The minimum number of questions that must be answered by the candidate, are given in table 4.

8.2.3 Practical examination
The practical exam have to confirm the applicant’s ability to carry out non-destructive testing of steel products, log, and analyze the information received to the extent that is required for a specialist of the skill level in accordance with the following documents:
a) 1st level-in accordance with documented instructions;
b) 2nd level — in accordance with documented instructions, requirements, specifications, rules and standards.
A candidate for the 2nd level should be able to develop documented instructions for the personnel of the 1st level.
For practical examination for each method of nondestructive testing the assessment of the qualification must choose at least two products. These samples should not be used in training and/or production activities of the candidate.
Authority for assessment of the qualification must ensure unambiguous identification of the examination of each sample and a passport for each sample, which indicated all of the settings of equipment used to detect binding to detect defects.
8.3 Conduct of examinations
Authority for assessment qualification responsible for delivery of all exams to the employer.
Any candidate who does not comply with or violate the rules of the examinations is debarred for one year from further participation in the examination.
Authority for assessment of qualifications conducts exams, evaluates and confirms their results.
The examiner must be able to assess the level of the candidate in accordance with documented procedures established or approved by the authority for skills assessment.
Assessment of qualifications should include:
check the right of the applicant to the examinations;
— the surrender of General, special and practical exams;
— coverage of specific NDT method in the form in which it is used in the manufacture of steel products.
In accordance with the requirements of this standard, the authority for the evaluation in its decision to release the individual experts of the 1st and 2nd levels, certified in accordance with ISO 9712 or an equivalent document, from the qualification exams in 8.2.
Examinations carried out on various types and sizes for specific products with the purpose of confirming candidates 'knowledge of the corresponding processes, types of defects and non-destructive testing equipment, as well as to confirm the candidates' ability to solve the required tasks for non-destructive testing.
The qualification and the certificate must relate to a particular kind of steel products (pipes, sheet metal, etc.).
8.4 Evaluation of results of examinations
The results of the overall exam assessed separately from the results of a special exam so that the candidate could, if necessary, to be ekzamenov for a qualification in another industry metallurgical industry without re-taking the General exam. Thus, a qualified person under the control of steel products of another species has another advantage — the results of the General examination is valid for all branches of the metallurgical industry.
Exam total assessment N calculated by the following formulas:
— 1 level
N=0,25n+0,25n+0,50n; (1)
— 2-level
N=0,30n+0,30n+0,40n, (2)
where n — score on common exam;
n score on the special exam;
n — score on the practical exam.
Coefficients significance of the practical exam given in Appendix A.
To complete the qualification, a candidate must obtain a rating of at least 70 out of 100 on each exam and an overall assessment N at least 80 out of 100.
8.5 Re-examinations
Candidate who have not received the overall assessment required to pass the qualification assessment may be twice perfectamente on any of the exams, but not earlier than one month after the previous examination and not later than 12 months after it. If the candidate has successfully passed any additional training course approved by the authority for the evaluation, re-examination can be conducted early in the decision body for the assessment of qualifications.
The candidate does not pass the re-exam must pass the qualification on the conditions set for taking the exam for the first time.
9 Certificate
9.1 General provisions
The results of the qualification examination authority for assessment of qualification gives a qualified expert witness.
9.2 contents of the certificate
The certificate shall contain the following information:
a) surname, name, patronymic of a qualified professional;
b) the date of evaluation of qualifications;
c) the date of termination of training;
d) the level of qualification.
e) the method or methods of nondestructive control;
f) the sectors and/or types of products subject to qualification.
Note — the Sector — specific area of industry or technology, which uses specialized non-destructive testing methods that require knowledge of a specific product, equipment or special training;
g) personal identification number;
h) the signature of a qualified professional;
i) the signature of the representative body for the assessment of qualifications.
9.3 Period of validity of the certificate
9.3.1 the Maximum period of validity of the certificate is 5 years from the date of issue of the certificate specified in it.
9.3.2 the Certificate becomes invalid:
— if a qualified change of employer;
— if a qualified person becomes physically unsuitable for the annual eye exam, which is obliged to organize the employer.
By issuing a certificate, the employer confirms the professional qualification, but does not issue a work permit.
Note — the work Permit is issued by the employer separately and enables the constraint functions.
9.4 Renewal of the certificate
After completion of validity of the certificate period may be extended by the authority for the assessment of qualifications for a new term of the same duration, subject to the presentation by experts of the 1st or 2nd of the following documents:
a) confirmation of a satisfactory result of an eye examination in the last 12 months in accordance with the enumeration a) 7.2.1);
b) proof satisfactory production activity without significant interruption.
If the document is b) cannot be represented, then expert 1 or 2 level must undergo a re-evaluation of the qualification.
9.5 Re-assessment of qualifications
Before the end of the second validity period or no less frequently than every 10 years, the specialist may take a re-evaluation of the qualification subject to the compliance requirements of listing a) 9.4 and the following conditions are met.
Specialist must successfully pass a practical exam to assess ability to perform the work in accordance with the certificate, in accordance with the following conditions:
a) Appendix A provides guidance on the topics of the practical exam and the coefficients of their significance. If specialist 1 or 2 level receives less than 70% of the possible points for each examination sample, within 12 months after the first attempts of exams are allowed two more attempts, if the authority for the assessment of qualifications not established a different procedure;
b) in the event of unsatisfactory results of passing two additional exams, the specialist does not pass the re-assessment of qualification, and to recover the evidence at a specific level, sector, product and non-destructive testing method, it needs re-evaluation. If the specialist has a valid certificate for non-destructive testing by the same method, but on a different sector, or other products, he can be exempted from the exam.
10 Storing documentation
The competent authorities for the evaluation should maintain the following documentation:
a) an updated list of all qualified experts indicating the level, NDT method and sector;
b) a personal file on each candidate who was not qualified for at least three years from the date of application;
C) personal files of all qualified experts, including:
— applications for assessment of qualification;
examination documents including exam papers, answers, description of specimens, records, testing results, written procedures, and a scorecard;
— documents for renewal of certificate and re-assessment of qualification, including reference to vision and business continuity for non-destructive testing;
— causes of revocation of a certificate.
Documentation should be kept in a confidential and saved within the term of validity of the certificate and at least within 10 years after the expiry of this period.
11 the Introduction of new NDT methods, sectors and products
For the new scheme to assess the skills, when the existing schema is added a new method of nondestructive testing or a new sector/product, the authority for the assessment of qualification may temporarily assign for a period not exceeding three years from the date of introduction of the new scheme of qualification or the method/sector/product, duly qualified personnel as examiners for conducting, monitoring and evaluation of the qualification examination.
Such personnel have the following requirements:
a) knowledge of the principles of non-destructive control and technical expertise to specific sectors and products;
b) production experience application of the method of nondestructive control;
c) ability to conduct examinations;
d) the ability to interpret exam papers and exam results.
Within 2 years from the date of appointment of such examiners must undergo a re-assessment of qualification in accordance with the requirements of 9.5. Authority for assessment of qualifications can not use the three-year implementation period as a means to assess the qualifications of candidates that does not meet all the eligibility requirements of this standard.

The candidate who failed to identify the defect specified in the passport on the examination specimen as «mandatory to identify candidates," during the inspection, under the conditions specified in the passport, gets on this sample a zero score on part 3 of the practical exam. |
