This standard applies to tanks made of carbon steel and alloy steel small volume to 12 liters and the average amount from 20 to 50 liters with a working pressure up to 19.6 MPa (200 kgf/cm) made from seamless pipe and is designed for storage and transportation of compressed, liquefied and dissolved gases at temperatures from minus 50 to plus 60 °C.

Rules of arrangement and safe operation vessels working under pressure
Sec. 1A. (Added, Rev. N 5).
1. BASIC PARAMETERS AND DIMENSIONS
1.1. Cylinders must be manufactured for a working pressure of 9,8; 14,7; 19,6 MPa (100, 150, 200 kgf/cm) of carbon steel and for working pressure of 14.7 and 19.6 MPa (150 and 200 kg/cm) of stainless steel.
Steel grade is chosen by the manufacturer of the cylinders in accordance with the list of brands provided in the Rules of arrangement and safe operation vessels working under pressure.
1.2. Main parameters and sizes of cylinders shall be as specified in the drawing and in the table.1. The size of the bevel neckline 1,5h45°.
By agreement between the consumer and the manufacturer is allowed to produce cylinders with a concave bottom.

1.5. According to customer cylinders from alloy steels can be produced with the restrictions on weight. The mass of the cylinders should not exceed more than 10% of the mass specified in table.1.

1.6. At the request of consumers can be manufactured of cylinders that differ in size and length specified in table.1. Limit deviation should conform to table.2.

2. TECHNICAL REQUIREMENTS
2.1. Cylinders must be manufactured in accordance with the requirements of this standard and the Rules of arrangement and safe operation vessels working under pressure, working drawings, approved in the prescribed manner.
Cylinders shall be made of tubes (or balloon preform), past ultrasonic testing of metal.
Permitted instead of the ultrasonic inspection of tubes conducting ultrasonic testing of the cylindrical part of cylinders.

2.2. Cylinders must be heat treated in accordance with the Rules of arrangement and safe operation vessels working under pressure.
Mechanical properties of the material of the cylinders shall be as specified in table.3.

2.3. Materials of housings of the valves of the cylinders depending on the fill gas and the direction of the thread side of the fitting is specified in the application. Side fittings valves for toxic and flammable gases shall be fitted with plugs.

2.4. The outer and inner surfaces of the cylinders shall be without captivity, sinks, laps, cracks.
Deepen, risks, traces of scale or tool, summarized and disclosed the wrinkles on the inside of the necks and bottoms and other minor defects shall not display wall thickness over the minimum value specified in table.1.

2.5. The carving of a mouth of cylinders should be manufactured in accordance with GOST 9909.
the outer diameter of the thread in the main plane must be:
for cylinders of small volume is 19.2 mm,
for cylinders of average volume — 27.8 mm,
cylinders for acetylene — 30.3 mm;
the number of threads with a full profile should be not less than 8, and for cylinders of small volume — not less than 7 in a row from the end of the neck;
on the valve, screwed into the neck of the container must be 2−5 spare threads;
installation of valves shall be made with sealant application.

2.6. At the request of consumers, cylinders may be manufactured with consistent dimensions of the outer diameter of the neck.
2.7. On the neck of the cylinders with the safety caps must be securely fastened a steel ring.
2.8. Rings and protective caps should be interchangeable.
2.9. The threaded rings and caps no more than one-third of the total number of threads allowed by the local minor tears and visibley length of not more than one third of the circumference.
Thread rings and protective caps shall meet the requirements of GOST 6357.

2.10. Shoes, made of cut steel pipe shall be tightly fitted on the cylinders with a gap between the support plane of the Shoe and the bottom of the container at least 10 mm.
2.11. (Deleted, Rev. N 5).
2.12. Before screwing in the valves or installation in the neck of the tubes internal surface of the cylinders must be cleaned from shavings and the lagging scale. Allowed thin durable oxide layer, obtained by normalization, as well as a separate spots due to a method of cleaning cylinders.
Cylinders of small volume, is designed for medical oxygen, as well as for the consumers should be completely cleaned from scale.

2.13. Cylinders for oxygen or hydrogen must be degreased and without valves should bezierease the customer. The cylinders are not allowed the presence of water and dirt.

2.14. The cylinders shall be painted outside with oil, enamel or nitro. Stigma after colouring should be clearly visible. On request, cylinders can not be painted.
2.15. Cylinders shall be equipped with the following items:
a) cylinders of small volume valves, according to customer requirements — without valves;
b) acetylene cylinders — rings, caps; medium volume — rings, caps and shoes;
in) cylinders of medium volume for ammonia, chlorine, phosphene, pseudorutile, sulphur — valves, rings, and caps;
g) cylinders of medium volume with the exception of the cylinders referred to in subparagraphs b and in, — valves, rings, caps and shoes.
Allowed by the customer’s order picking cylinders individual parts.

3. ACCEPTANCE RULES
3.1. Each cylinder must be subjected to acceptance tests.
3.2. The cylinders are taken by parties of up to 400 pieces one volume, size, and the same treatment.
3.3. Acceptance tests include:
— testing the strength of hydraulic pressure;
— leak test the pneumatic pressure;
— tensile test;
— impact test bending;
control of geometrical parameters of the thread;
— external examination;
— determination of the mass;
— definition of scope.

3.4. The tensile test shall be carried out on the longitudinal short samples. The samples in their design part should not improve.
3.5. Test for impact strength shall be carried out on longitudinal samples of a type 3 according to GOST 9454. The axis of the incision should be perpendicular to the wide faces of the specimen. The test shall be performed on cylinders with a wall thickness of not less than 5 mm.
3.6. For tensile tests and impact bending samples cut from blocks of finished cylinders or pipes-witnesses, cut off from the pipes, which made this batch, and heat-treated together with the cylinders of the batch, and alloy steel, is one of melting.
You are allowed up to 15% of the cylinders in a batch of alloy steel to match the cylinders of alloy steel other heats, the party which passed the acceptance tests.
For each test, take at least two samples from the party.

3.7. In case of discrepancy of test results the requirements of this standard tests are made at twice the number of samples. The results of selective inspections apply to the entire party.

3.8. Acetylene cylinders must test for leaks at the plants, filling the cylinders with a porous mass.

4. TEST METHODS
4.1. Testing of pneumatic and hydraulic pressure is carried out in accordance with the Rules of arrangement and safe operation vessels working under pressure.
The test duration is not less than 1 min.
Pneumatic testing of cylinders intended to be filled by gases penetrating power higher than that of air, should be carried out according to normative-technical documentation.

4.4. Cylinders, chlorine valve complete, test pneumatic pressure of 2.94 MPa (30 kgf/cm).

4.5. The tensile test according to GOST 10006. Test speed to yield stress and during its passage not more than 10 mm/min, yield point is not more than 40 mm/min.
Allowed the verification of the mechanical properties of cylinders made of carbon steel to carry out non destructive testing by the method approved in the prescribed manner.

4.6. Test for impact strength — according to GOST 9454 longitudinal samples of type 3.
4.7. In case of discrepancy of test results the requirements of this standard tests are made at twice the number of samples.
When unsatisfactory results of repeated tests, the entire batch shall be sent on the secondary heat treatment.
Allowed not more than two reheat treatments. Additional leave is not considered as reheat treatment.

4.8. Volume of cylinders up to 12 l control limit patterns in length. The volume of two cylinders from the party check by filling with water and determining the volume or mass of water.

4.9. Control of the neck threads of the cylinder must be threaded gauges according to GOST 24998. The chamfer parameters of the neck are technological and control is not exposed.

5. MARKING, PACKAGING, TRANSPORTATION AND STORAGE
5.1. The marking of cylinders is carried out in accordance with the requirements of the Rules of arrangement and safe operation vessels working under pressure.
Additionally, data is applied according to the type of heat treatment:
N — normalization;
V — quenching with tempering.
5.2. The inscriptions on the cylinders and their color is made in accordance with the Rules of arrangement and safe operation vessels working under pressure.

5.3. Cylinders transported without valves, must be protected from contamination with plastic or nylon plugs.
5.4. Cylinders of small volume transporterowych in containers, manufactured according to GOST 18477, without packaging. When carload shipment in box cars cylinders of small volume transporterowych Packed in boxes of GOST 2991 (type III-I) weight not more than 200 kg or stacked in piles up to the full capacity of the car. The dimensions of the boxes according to normative-technical documentation in accordance with the requirements of GOST 21140.
Cylinders of medium volume transporterowych without packaging in covered wagons, open wagons or containers manufactured according to GOST 18477.
It is allowed to transport cylinders in a multi-media package, cars or packages in them.
The scheme of placing and fastening of cylinders on vehicles must comply with the requirements of the Technical conditions of loading and fastening of goods* approved by MPs.

5.4. On one side of each box must be marked with the transport marking, which includes basic, additional and informational inscriptions according to GOST 14192.

5.6. Each batch must be accompanied by a quality document certifying the compliance of the cylinders with the requirements of this standard, which must be specified:
the name of the manufacturer and location (city or conditional address);
product designation;
the number of cylinders and their numbers;
the results of hydraulic and pneumatic tests;
the designation of this standard.

6. MANUFACTURER’S WARRANTY
6.1. The manufacturer must ensure compliance of cylinders with the requirements of this standard if the consumer operating conditions, transportation and storage specified in this standard.
6.2. Warranty period — 2 years from the date of putting the cylinders in operation. The term of commissioning — in accordance with GOST 22352.
