This standard applies to welded steel cylinders with shut-off devices (hereinafter — cylinder), volume 5, 12, 27 and 50 l for pressures up to 1.6 MPa, intended for transportation and storage of liquefied hydrocarbon gases (propane, butane and their mixtures).
The requirements of this standard are mandatory.
The standard complies with the recommendations for standardization of RS 2978 in part of the bottles 12, 27 and 50 l

1. THE TYPES, BASIC PARAMETERS AND DIMENSIONS
1.1. The cylinders shall be of the following types:
1 — the cylinders without the shell with a valve;
2 — cylinders and valve shell;
3 — cylinder shell and the valve;
4 — cylinders without a shell with a valve;
and versions:
collar;
incl — K;
with handle (handles) — R.

1.2. Main parameters and sizes of cylinders shall be as specified in the hell.1 and table 1.

1.4. The bottoms of the cylinders should be elliptical in shape.
The outer height of the elliptical part must be not less than:
55 mm — for containers with a volume of 5 l and 12;
65 mm — for containers with a volume of 27 and 50 l
The height of the cylindrical portion of the bottoms should be at least 15 mm.
1.5. The carving of a mouth of the container shall be 19,2 W or W 27,8 GOST 9909. For cylinders with a volume of 5 and 12 l allowed metric thread M22 x 1.5 according to GOST 8724*.

1.6. The ring cap and the cap should have a pipe cylindrical thread according to GOST 6357.
Allowed Threadless connection for reliable fixation of the cap.

2. TECHNICAL REQUIREMENTS
2.1. Cylinders must be manufactured in accordance with the requirements of this standard, the «Rules of arrangement and safe operation vessels working under pressure» approved by Gosgortekhnadzor of the USSR, working drawings and sample-standard, approved in the prescribed manner.
Manufacturer of cylinders shall be carried out with the permission of the State test center for gas appliances (gits HA).
2.2. Cylinders must be made in the execution of category 2 according to GOST 15150.
2.3. Details of tank: sides, bottoms and backing rings shall be made of sheet carbon steel grade st3sp St3ps or GOST 380* group strength ОК370В, 5-th category according to the specified characteristics, the group III surface finish, with a guarantee of weldability according to GOST 16523. Yield strength not less than 250 MPa. Assortment sheet steel must comply with GOST or GOST 19903 19904.

Other parts shall be made of steel grades St3 GOST 380 or from steels of grades 08, 10, 15 GOST 1050.
The neck must be manufactured from steel grades St3ps st3sp or GOST 380, or of steel grade 20 to GOST 1050.
Allowed the manufacture of parts of the cylinder of the other steels, the recommended «Rules of arrangement and safe operation vessels working under pressure».

2.4. Locking device for containers according to GOST 21804 or to the technical conditions for a particular device.

2.5. Caps shall be made of steel or cast iron, or aluminum alloys or other materials providing safety shut-off devices.

2.6. On the outer and inner surfaces of the container are not allowed slivers, shells, sunsets, cracks and deep risks, if they take the thickness of the wall of the cylinder for the maximum permissible negative deviation of the thickness of the sheet according to GOST and GOST 19903 19904.
2.7. The bottom of the cylinder made by cold-forming or hot forging at the temperature of its end below 700 °C should be heat treated to relieve internal stresses.
2.8. When welding of shells, bottoms, neck, collar and Shoe should be applied to the welding wire according to GOST 2246 and electrodes according to GOST 9467, when welding under flux — flux according to GOST 9087 or technical conditions on the fluxes of specific brands, when welding in shielding gases — carbon dioxide according to GOST 8050.

2.9. The container with the locking device should be strong and dense.
Signs of rupture, leakage, tears, sweating, and visible permanent deformations are not allowed.
2.10. Failure pressure for the cylinder shall be not less than 5 MPa.
2.11. The seams of welded joints under pressure must be strong and dense.
Leakage, sweating or visible residual deformations in welded joints not permitted.
Allowed in the manufacture to correct the defects in welded joints not more than once in the same place.
2.12. Mechanical properties of butt welded joints of the shells and the bottoms should be:
rupture strength not less than 370 H/mm;
the angle of bend not less than 100°.
2.1 Z. the Outer surface of the container shall be weatherproof enamel painted red.
The painted surface must comply with the requirements of GOST 9.032, class V coating; the inner surfaces of the Shoe and the collar and surfaces of the cylinder inside the Shoe and collar — class coverage VII.
Before painting the surface of the cylinder shall be cleaned of dirt, oils, rust and primer coated.
Allowed the surface of the cylinder under the sign, if present, not paint.
Coating with primer and staining of the threads and plaques, if present, is not allowed.
2.12, 2.13. (Changed edition, Rev. N 2).
2.14. On the thread of the neck dents, burrs, holes and chipping are not permitted.
On the threads of the ring cap and the cap for not more than one-fifth of the total number of turns allowed by the local minor flaws and chipping with a total length of not more than one third of a revolution.
3. COMPLETENESS
3.1. The kit container shall be:
protective rings — 2 items in coordination with the consumer (for cylinders with a volume of 12, 27 and 50 l);
cap — 1 PC. (for a cylinder volume of 50 l).

3.2. Each cylinder entering the retail network should be equipped with manual according to GOST 2.601*.

4. SAFETY REQUIREMENTS
4.1. The shut-off device must be installed in the cylinder head on the lead litharge according to GOST 5539 or lead minium according to GOST 19151 diluted by natural drying oil according to GOST 7931.
4.2. The torque of screwing the locking device into the neck of the bottle must be (220±40) N·m thread W 27.8 million and (160±30) N·m — W 19,2 thread.

4.3. In the manufacture must be ensured protection of cylinders against impact.
5. ACCEPTANCE RULES
5.1. To verify compliance of cylinders with the requirements of this standard should be acceptance, periodic and standard tests.
5.2. Acceptance testing is conducted by the enterprise-manufacturer.
Periodic and routine tests conducts gits HA.
5.3. Acceptance tests should be:
each container in compliance with the requirements of PP.1.2 (weight of empty cylinder); 2.3−2.9; 2.11; 2.13; 2.14; 3.1; 3.2; 4.1; 4.3; 7.1−7.6;
for compliance with the requirements of PP.1.2; 1.3 and 1.5 — at least three cylinders at the beginning and three at the end of the shift;
for compliance with the requirements of section 4.2 — at the beginning and end of shift;
for compliance with the requirements of PP.1.4, 2.10 single cylinder from the party. For the party to take the number of cylinders, made of metal of one melting, but not more than 5000 PCs. the Results of sampling apply to the entire batch;
for compliance with the requirements of section 2.11 penetrating radiations penetrate through the longitudinal joints, where they cross the ring and 25% of circumferential welds each container without sides;
for compliance with the requirements of section 2.12 one control link on each installation for welding of longitudinal and circumferential welds at the beginning and at the end of the shift. The test results apply to the entire batch of cylinders produced in this shift.
The results of acceptance testing must be in accordance with «Rules of arrangement and safe operation vessels working under pressure».

5.4. Periodic testing should be conducted at least once per year in the amount of not less than three cylinders of each type in compliance with all requirements of this standard.
The containers shall be selected from among the last acceptance tests.
5.5. Model tests should be conducted at change of a design, manufacturing technology and materials, affecting the strength parameters and the requirements of this standard.
Model tests should be at least three cylinders for compliance with the requirements of this standard.
6. TEST METHODS
6.1. Equipment
6.1.1. When testing needs to be used the following equipment:
laboratory thermometer with an accuracy of ±1 °C for measuring the temperature of the air in the room;
stopwatch for measuring the length of trials or the time relay is adjusted for the exposure (the nominal exposure time, s; — maximum permissible error, C);
manometers for measuring pressure, accuracy class 1.5 with upper limits of measurement: 2.5 MPa — when testing for density; 4,0 MPa when tested on a strength of 16.0 MPa when tested to destruction;
a device for measuring the relative humidity of the air in the room with error not more than ±4%;
universal testing machine to measure strength in the gap with an accuracy of ±1%;
measuring tool to measure the bend angle with an accuracy of ±1°;
scales for mass measurement: volume of cylinders 5 and 12 l with an error of less than 0.1 kg; volume of cylinders 27 and 50 l with an error of no more than 0.2 kg;
a torque wrench to measure the torque of screwing the locking device into the neck of the container with an accuracy of ±10 N·m;
measurement means for measuring the dimensions, providing the specified limit of deviation.
Permitted to use other equipment, to ensure the specified measurement accuracy.

6.2. The testing conditions
6.2.1. Periodic and routine tests should be performed in the premises under the following conditions:
ambient temperature (25±10) °C;
relative humidity not more than 80%.

6.3. Testing
6.3.1. The compliance of the balloon the requirements of paragraphs.1.1; 2.4−2.7; 2.13; 2.14; 3.1; 3.2; 4.3; 7.1; 7.4−7.6 conduct visual inspection;
the compliance of the balloon the requirements of paragraphs.1.2−1.6; 2.12; 7.2; 7.3; 7.5 conduct measurement instruments; mass — weighting; control of the outer diameter of the cylinder is carried out in any transverse section of the shell at a minimum distance of 50 mm from the longitudinal seam or in any cross section of the cylindrical part of the bottom;
the compliance of the balloon the requirements of the PP.2.3; 2.8 and 4.1 hold the certificate; the yield strength (p.2.3) in accordance with the requirements of GOST 11701 from each heat.
Check according to claim 2.2 is carried out according to the method approved in the prescribed manner.

6.3.2. The profile of the longitudinal section of elliptical bottom (PP.1.3 and 1.4 of part elliptical shape) control the inner port size (damn. 2). 6.3.3. Strength (n.2.9) the cylinder test hydraulic test.

When testing the outer surface of the cylinder must be dry.
6.3.4. Density (p.2.9) of the cylinder after the hydraulic test pneumatic test test pressure 1.6MPa. The cylinder is immersed in a bath of water so that above it was a column of water of 20−40 mm. the holding Time is not less than 60 C. the Appearance of bubbles is not allowed.
6.3.5. Allowed instead of hydraulic testing of the cylinder to carry out pneumatic testing on the bench with brancamaria providing a safe working environment.
The container should be in Broncemar under pressure of 2.5MPa, not less than 60 C, after which the pressure was reduced to 1,6MPa and the cylinder is immersed in a water bath to test for density by the method of claim
6.3.2−6.3.5. (Changed edition, Rev. N 2).
6.3.6. The test welds of each cylinder (PP.2.11 and 2.12) hold:
visual inspection in accordance with the requirements of GOST 3242 and industry guidelines for welding and inspection of welded joints;
the screening of penetrating radiation in accordance with the requirements of GOST GOST 7512, or 23154 or radioscopic methods with application of x-ray installations;
tests on static tension and bending according to GOST 6996 butt welds of shells and bottoms;
hydraulic tests;
pneumatic tests.
6.3.6.1. To check mechanical properties of longitudinal and circumferential seams weld control connections are produced separately from the welded elements of the container with the strict observance of all the terms of the controlled welding of butt joints.
The dimensions of the reference compounds should be selected such that they can be cut on two samples of all types of mechanical testing and, if necessary, additionally double number of samples for retesting.
If unsatisfactory results allowed to re-test at twice the number of samples, cut from the same control connection.
6.3.6.2. Inspection of welded joints (p.2.11) hydraulic and pneumatic tests carried out under test according to claim 2.9 according to the method PP.6.3.3−6.3.5.
6.3.7. Tested to destruction (p.2.10) conduct the hydraulic pressure. The test is carried out with pressures up to 2.5 MPa, the cylinder should not be deformed. After the pressure reached 2.5 MPa and check the diameter of the cylinder pressure increases until the destruction of the cylinder. Control of the outer diameter of the cylinder is carried out in cross section at a distance of not less than 50 mm from the welds.
Not allowed burst of the container at a pressure less than 5 MPa.

6.3.8. The volume of a cylinder (p.1.2) check by filling with water to the base of the neck threads and determine volume or mass (with a subsequent count in the volume) of water.
After the test the container is dried. If tests use water with a temperature below 60 °C, the drying process is not required.
You can define the volume of the container in other ways, providing the necessary accuracy.
Check the volume of the cylinders 5 and 12 l is not mandatory.
6.3.9. Mass of empty cylinder (p.1.2) check weighing accuracy: ±0.1 kg — for containers with a volume of 5 and 12 l; ±0.2 kg — for containers with a volume of 27 and 50 l
6.3.10. Inspection according to claim 4.2 is carried out by controlling the value of torque on the stand (fitting) for screwing.

7. MARKING, PACKAGING, TRANSPORTATION AND STORAGE
7.1. Each container shall have in place, convenient for inspection, a plate of corrosion-resistant metals with the following data:
trademark of the manufacturer;
the symbol of the container (without indicating the wall thickness and design);
cylinder number according to the numbering system of the manufacturer;
weight of cylinder with gas (MG), kg;
mass of empty cylinder (MP), kg;
month and year of manufacture and year of next examination;
working pressure (), MPa;
the test pressure (S) MPa;
volume (l);
the brand TCI manufacturer of circular shape with a diameter of 10 mm.
Mounting plates must be reliable and durable.
Apply the data for cylinders with a volume of 5 l and 12 on the collar or Shoe, for cylinders with a volume of 27 and 50 l on the collar.
Notes:
1. When the marking is applied to abbreviations in parentheses.
2. An example of applying the production and inspection: when production in November 1984 and the examination in November 1989: 11−84−89.
3. The volume of the cylinders 5 and 12 l specify nominal; the cylinders 27 and 50 l — actual up to the first decimal place. Sampling inspection shall bear the actual minimum volume of the last cylinders tested.
4. The mass of the gas cylinder includes mass of empty container mass of the locking device and the mass of liquefied gas.

7.2. The height of the trademark and numbers in the marking of «mass» shall not be less than 10 mm, the height of the letters and the rest numbers — not less than 6 mm.

7.3. In the middle of the cylindrical part of the cylinder to the minimum length of the circumference shall be marked weather-resistant white enamel the inscription «PROPANE».
The height of the letters shall be: 20mm for a cylinder capacity of 5 l; 40mm cylinder volume 12 l; 60mm — for containers with a volume of 27 and 50 l
7.4. Shipped each batch must be accompanied by a document which specifies:
the name of the manufacturer;
the symbol of the container;
the number of cylinders;
information about the acceptance of the cylinders OTC.

7.5. Bottles of 5 l, intended for retail outlets that are Packed in boxes made of corrugated cardboard according to GOST 9142, with increased rigidity of the drawer liners. Internal dimensions of the box 228х228х295 mm, gross — no more than 6 kg. Boxes should be made according to the drawings approved in the prescribed manner.
Transport marking under GOST 14192 with the application of manipulation signs: «Top», «Fragile. Care», «Protect from moisture».
Permitted by agreement with trade organizations packaging bags in different packagings to ensure their safety during transportation and storage.
Bottles of 12, 27 and 50 l are transported without packaging with protective rings with a thickness (16±1) mm or without them, with the agreement of the consumer.

7.6. Storage cylinders should be in the group of G2 storage conditions according to GOST 15150.
7.7. Cylinders shall be transported by all types of transport in covered vehicles in accordance with the rules of cargo transportation applicable to each mode of transport.
Allows for the transportation of cylinders of the open road.

8. OPERATING INSTRUCTIONS
8.1. The cylinders shall be operated in accordance with the requirements of «Rules for arrangement of safe operation of vessels working under pressure» and «safety Rules in the gas sector», approved by Gosgortekhnadzor of the USSR.
8.2. Cylinders should be operated at a wall temperature of from minus 40 to plus 45 °C.
9. MANUFACTURER’S WARRANTY
9.1. The manufacturer must ensure compliance of cylinders with the requirements of this standard subject to the rules of storage, transportation and use.
9.2. Warranty period — 2.5 years from the date of sale of cylinders through the retail network, and for cylinders of non-market consumption, from the date of receipt of cylinders by the user.
